    The Broward County Board of County Commissioners is seeking qualified candidates for a Learning & Organizational Development Specialist.


    The Learning & Organizational Development Specialist (Program Project Coordinator Senior classification) within the Human Resources Division is responsible for the design and delivery of training and development programs to improve individual and organizational performance.

    The ideal candidate will have expertise in Training & Development, Instructional design, Organizational development, Program management, Coaching and Facilitation skills. In this role, you will have exposure to a variety of professions, personal growth opportunities and the opportunity to impact the community.

    The key responsibilities include: 

    • Learning and Development Program Design. Design and develop L&D programs to meet individual and organizational learning needs within specified timescales and resources; identify and incorporate appropriate L&D methodologies and delivery channels; develop relevant content and high-quality learning resources to create high levels of learner engagement and achievement of learning outcomes.

    • Learning and Development Program Delivery. Deliver training courses or programs, engaging, advising, and guiding learners and evaluating the achievement of intended learning outcomes.

    • Learning Needs Analysis. Engage with team or department line managers to clarify short-term priorities for Learning and Development interventions; gather relevant data on performance and current levels of competence; identify gaps in relation to required levels and obtain agreement on required outcomes.

    • Measurement and Analysis. Monitor, evaluate, or record training activities for program
    effectiveness. Evaluate modes of training delivery, such as in-person or virtual to optimize
    training effectiveness, training costs, or desired impacts.

    • Personal Capability Building.  Develop own capabilities by participating in assessment and
    development planning activities as well as formal and informal training and coaching; gain or
    maintain external professional accreditation where relevant to improve performance and fulfill personal potential. Maintain an in-depth understanding of technology, external regulation, and industry best practices through ongoing education, attending conferences, and reading specialist media.

    Minimum Education and Experience Requirements

    Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.

    (One year of relevant experience may be substituted for each year of required education.)

    Requires four (4) years of experience in human resources work specifically in the area of training & development or closely related experience.

    Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

    DUTIES AND RESPONSIBILITIES:

    Assess training needs through surveys, interviews with employees, focus groups, or consultation with managers, instructors, or division representatives.

    Design, plan, organize, or direct orientation and training programs for employees. Design, enhance and deliver specific training programs aligned to business objectives.

    Present information using a variety of instructional techniques or formats, such as role playing, simulations, team exercises, group discussions, videos, or lectures; prioritizing learning in the flow of work.

    Obtain, organize, or develop training procedure manuals, guides, or course materials, such as
    handouts or visual materials.


    Monitor, evaluate, or record training activities for program effectiveness. Develop alternative
    training methods if expected improvements are not seen.

    Evaluate modes of training delivery, such as in-person or virtual to optimize training
    effectiveness, training costs, or desired impacts.

    Keep up with developments in area of expertise by reading current journals, books, or magazine articles.

    Performs other related work as assigned.

    Physical Demands

    Typically performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. May vary by work location.
