Organizational Development Manager manages all aspects of organizational development. Oversees the development of training programs, facilitation of change management initiatives, and review of current development programs to ensure linkage to company goals. Being an Organizational Development Manager develops programs to build human capital and a strong employee development culture. Facilitates the development and implementation of employee performance measurements to gauge the success of programs and identify areas for improvement. Additionally, Organizational Development Manager assesses leadership development, team development, and organizational communication programs and practices. Typically requires a bachelor's degree or equivalent. Typically reports to a director. The Organizational Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Organizational Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Position Summary

    This position reports to the Director of Human Resources and Organizational Development and serves as the Manager of Human Resources and Organizational Development. Implements policies and procedures related to human resources administration, employee relations including recruiting/hiring, labor relations, and manages all administrative aspects of human resources. Manages and maintains the classification and compensation system, including collection and interpretation of survey data. Promoting a culture of empathy, inclusion, and accountability throughout the Library.

    The incumbent will have strong management and leadership skills and demonstrate a commitment to TLCPL’s mission and values—including being welcoming, innovative, objective, accountable, and collaborative.

    Primary Responsibilities

    Plans and administers employee and labor relations programs under the advisement of the Director of Human Resources and Organizational Development.

    Maintains and fosters a positive working relationship with administrators, managers, labor and staff.

    Ensures the annual human resources compliance calendar is maintained and fully executed. Collaborates on budgetary decisions.

    Participates in professional organizations and maintains knowledge of current applicable state, federal and local statutes including the Ohio Revised Code. (ORC)

    Interprets and advises on the administration of the labor agreements and the processing and disposition of grievances at all levels.

    As directed by and alongside the HR Director, represents management in labor negotiations, Labor/ Management meetings and hearings before the Board of Trustees.

    Manages and stays abreast of human resources, labor relations and employee benefit trends and programs.

    Manages the HRIS system (UKG Kronos) and provides employee data reports, seniority and rosters as requested in partnership with our Finance department.

    Actively supports diversity, equity, and inclusion; promotes a culture where all staff and customers belong and are engaged.

    Evaluates, updates and maintains current job descriptions in accordance with legislative, and policy updates and in harmony with labor procedures.

    Manages the recruiting/hiring application process externally and internally from beginning to end.

    Monitors human resources practices to ensure adherence to all policy and procedures.

    Actively participates in committees and may act as advisor in the absence of the Director.

    Collaborates with the Director of Human Resources on issues related to fair labor standards and equal employment practices and initiates investigations regarding EEO claims and other complaints.

    Implements and maintains the classification and compensation system, including collection and interpretation of survey data as guided by the Director of Human Resources.

    Oversees the collection, maintenance, and organization of personnel records, forms to ensure compliance and records retention.

    Oversees the administration of the employee benefits programs including healthcare benefits, deferred compensation, workers compensation, unemployment, retirement procedures and other voluntary plans.

    Oversees the leave process, FMLA, LOA and ensures compliance.

    Provides regular staffing updates to the Director of Human Resources on each agency location.

    Performs other duties as assigned.

    Qualifications

    Knowledge/Skills

    Knowledge of principles, concepts and practices of Human Resources management.

    Knowledge of workers’ compensation, unemployment compensation, OPERS and EEO laws and regulations.

    Ability to effectively lead, motivate, and develop an engaged professional HR team.

    Ability to effectively develop, organize and implement programs.

    Ability to communicate effectively in oral and written form with the public and all levels of staff in a tactful and courteous manner.

    Ability to work effectively and cooperatively with all levels of staff

    Ability to evaluate policies and procedures and recommend modifications as needed

    Demonstrate the ability to conceptualize innovative solutions and collaborate among various parties.

    Ability to represent the interests of the Library while maintaining sensitivity, confidentiality, and compassion for employees of the library

    Naturally inquisitive, technically savvy, energized by change, motivated self-starter

    Required Education, Experience Certifications/License

    A Bachelor’s degree (BS/BA) in Human Resources Management, or a related field required.

    A Master’s degree in Human Resources, Business Administration, Labor Relations Management or related field. (preferred)

    Must have a minimum of 10 years of progressive experience including supervision; consideration given to a well rounded generalist with significant labor/employee relations background.

    Demonstrated experience in Labor Relations, grievance hearing procedures, arbitrations, and contract negotiations required.

    Must have proven experience in recruiting and onboarding, training and development, performance management, compensation benefits administration and employee relations. Must be willing to pursue additional knowledge, skills, and experience through professional affiliations, workshops and seminars.

    Must be proficient in use of HRIS computer systems and applicable software programs including running reports, making updates to the system as needed.

    Experience with public sector employer and/or unionized organization strongly preferred.

    Must be able to perform essential functions of this position and be able to meet the varied scheduling needs of the Human Resources Department. SHRM certification PHR/SPHR, or CP/SCP (preferred), Active SHRM/NOHRA membership required.

    A valid driver’s license; must be insured and meet your state’s minimum coverage requirements for auto insurance. Must meet insurance eligibility requirements of the Library’s insurance carrier under the Library’s Motor Vehicle Use Policy. May be required to drive library owned or non-library owned personal vehicles on a regular basis on behalf of library business.

    While performing the duties of this Job, the employee is occasionally exposed to outside weather conditions. Periodic offsite travel required within the county via a personal vehicle. The physical location for this position is at the Main Library with limited remote work available.

    BCI/FBI Criminal Background Record Clearance and MVR history is required.

    A drug screen/medical examination to be completed prior to start date.
