Organizational Development Director directs the design, planning, and implementation of corporate organizational development programs, policies, and procedures. Approves change management initiatives and suggests enhancements to existing programs. Being an Organizational Development Director oversees the development of programs to build human capital and a strong employee development culture. Reviews key performance metrics to enable accurate and valid measurement of workforce performance and to identify areas for improvement. Additionally, Organizational Development Director proposes changes to organizational structure to leverage talent and provide development opportunities to key leaders in the organization. Develops systematic collection and evaluation of performance metrics. Requires a bachelor's degree. Typically reports to top management. The Organizational Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Organizational Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Position SummaryThe Human Resources and Organizational Development Director functionally reports to the Assistant City Manager but also works closely with the City Manager. As a member of the City's Leadership Team, the Director is expected to be the keeper of the organization's culture and provide support in partnership with other City departments. The position works closely with City leadership to ensure the workforce can meet the needs of the residents now and in the future. This position oversees the Department, and its services include recruitment and onboarding of staff, compensation and benefits administration, employee training and organizational development, employee and labor relations, safety, performance management, and compliance and reporting. Human Resources TeamThere are four FTEs within the Human Resources Department, which include the Human Resources and Organization Development Director, two Senior Human Resources Analysts, and a Human Resources Technician.
