Organizational Development Director directs the design, planning, and implementation of corporate organizational development programs, policies, and procedures. Approves change management initiatives and suggests enhancements to existing programs. Being an Organizational Development Director oversees the development of programs to build human capital and a strong employee development culture. Reviews key performance metrics to enable accurate and valid measurement of workforce performance and to identify areas for improvement. Additionally, Organizational Development Director proposes changes to organizational structure to leverage talent and provide development opportunities to key leaders in the organization. Develops systematic collection and evaluation of performance metrics. Requires a bachelor's degree. Typically reports to top management. The Organizational Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Organizational Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • JOB SUMMARY 

    The Assistant Director will assist the Director of ODHR in all aspects of departmental operations and provide a full range of human resource services for employees. This position provides leadership and direction regarding HR functions including but limited to attraction, recruitment, employment services, organizational and talent development, departmental budgeting, workers compensation and human resources information systems. The Assistant Director assists in short-and long-term planning of the OD& HR function, is involved in executing the OD&HR initiatives and may assume the duties and responsibilities of the OD&HR Director while the Director is absent, exercising judgement and providing advice on a wide range of personnel matters, ensuring that the organization is in full compliance with applicable laws and regulations.

     

    The Assistant Director of Organizational Development and Human Resources supports and enables a safe working environment with efficient and effective systems for City of Brownsville public servants by establishing a healthy organizational culture through organizational development and human resources practices, while implementing innovative management techniques.

    KEY FUNCTIONS/KNOWLEDGE/SKILLS: 

    • Assist the OD& HR Direction with management organization-wide services, and operations daily.
    • In collaboration with OD&HR Director evaluates strategies and programs to measure the achievement of established Work Plans.
    • Provides support, mentoring and consultative services to the Departments regarding Employee Engagement, Labor compliances OD methods and tools.
    • Leads short and long-term projects and planning for OD & HR Programs.
    • Develops organization-wide and department-wide SMART goals, objectives, policies, and procedures.
    • Represent/or supports the organization on regional/local boards while establishing positive and productive working relationships.
    • Prepares budgetary recommendations that meet departmental goals and provide for effective management of resources.
    • Oversees recruitment, employment, Organizational development & Learning Development.
    • Conducts investigations & recommends disciplinary actions.
    • Prepares policies and training curriculum.
    • Reviews workers compensation actions and, and FMLA requests.
    • Participates in recruitment efforts on behalf of the City, including drafting and posting open positions and Right Fit Process for Executive Positions.
    • Ability to prepare technical reports, business correspondence and procedure and policy forms, reports and manuals.
    • Ensures that personnel practices and policies follow legal obligation.
    • Assists in reviewing disciplinary actions with department heads before final disposition.
    • Oversees recruiting activities between City and other placement agencies.
    • Assists with processing of all employees' records to include performance evaluations, promotions, demotions, transfers, disciplinary actions, leave records (sick/vacation), drug screening and resignations, in accordance with all applicable laws.
    • Prepares responses to subpoenas and requests for production of records.
    • Collaborates with City Attorney's office, as needed, by providing requested documentation for the purpose of responding to lawsuits, interrogatories, complaints, etc.
    • May assist with appeal and grievance hearing process in absence of Human Resources Director.
    • Assesses training needs of the organization and collaborates with the HR Trainer to execute a training plan.
    • May represent organization at personnel-related hearings and investigations in HR Director's absence.
    • Assist management and other departments with hiring of key and executive positions.
    • Acts as a coach and mentor to train, develop, and monitor’s work activities of department staff.
    • Serves as a link between management and employees by answering questions, providing policy guidance, and helping resolve work-related problems.
    • Supports OD&HR Director in organizational transformation; provides process support and tools that facilitate a proactive people development and organizational capabilities in anticipation of change for the Departments.
    • Conducts and coordinates employee training and/or development. Sets up on-site employee seminars and/or selects employees to attend training seminars presented locally.
    • Manages the individual development planning process.
    • Reports events and activities to senior management and elected and appointed officials.

     

    Education and Experience 

    Job requires Bachelor’s Degree in Government, Public Administration, Human Resources, Business Administration, or related field of study. Master’s degree is a plus.

    The job requires three (3) years of progressively responsible experience in Human Resources and Municipal supervisorial experience.

    The job requires knowledge of human resource functions, applicable laws and supervisory management principles. Accredited certification in Human Resource management is a plus.

     

    Special Certifications and Licenses 

    Valid Driver’s License, Texas within 6 months.

     

    Independence and Judgement 

    Receives instructions as to work results to be attained; responsible for recognizing moderately complex problems and taking responsibility for resolving them; refers very complex problems to supervisor; otherwise just reports on problem and solution after the fact; results monitored for soundness and judgment.

    Progressive level of specialization requiring a large amount of interpretation and non-standard responses to varied situations; must know where to go for answers (not all sitting there in procedures manual); must take multiple factors into account; control over priorities. 

     

    Supervisory and Responsibility 

    Supervises and directs a group of sufficient complexity to require the use of supervisory subordinates.

     

    Financial Responsibility 

    Approves expenditures or disbursements within general guidelines; has substantive input into budget.

     

    Level and frequency of Outside Contacts 

    Lots of contact with highly varied groups involving sensitive or difficult interactions that require persuasion and negotiations. 

     

    Physical Demands 

    Office job with little or occasional light physical effort. 

     

    Responsibility for Equipment and Property 

    Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office. 

     

    Working Conditions 

    Office job, no adverse conditions.
