Additionally, Organizational Development Consultant implements and reports on the effectiveness of leadership development, team development, and organizational communication programs and practices. Typically requires a bachelor's degree or equivalent. Typically reports to a manager or head of a unit/department. The Organizational Development Consultant work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project. They play a key role in analyzing and developing new practices, ensuring alignment with the agency’s goals. This individual will lead diverse workgroups, design organizational development interventions, and monitor project outcomes. This individual is expected to provide expert-level professional development, training and coaching. The role demands a high level of independent work, synthesis of information, and accountability in decision-making. This leader will be instrumental in influencing policy, shaping the agency’s strategic direction, and fostering an environment that adapts to change.

    Some of your duties may include:
    • Partners with ESD directors and managers: Ensures projects are completed on time with quantifiable results.
    • Manages own portfolio of projects: Defines scope, balances work commitments, and uses agreed-to processes for project intake through completion.
    • Develops and implements change management plans: For assigned division(s), portfolio(s), and/or project(s) to ensure changes are clearly articulated, shared, communicated, and trained for all staff affected by changes.
    • Provides expert level consultation: Assists division leadership to fulfill their role of change sponsor and to managers and supervisors as they help their direct reports through transition.
    • Leads and manages cross-functional change management teams: From across the organization and provides coaching and training.
    • Develops and conducts a variety of assessments: To determine the organizational readiness for change and develop appropriate strategies, tools, and training.
    • Supports OCM practice delivery: Develops specific OCM tools and structured methodology to assist in effectively implementing OCM strategies.

    • Bachelor’s degree in public administration, business administration, human resources, organization development, applied behavior sciences, or related field, or equivalent experience (1 year of relevant experience = 1 year of education.) (5yr Max.)
    OR

    • A combination of equivalent education and/or relevant experience. 

    AND
    • Prosci change management practitioner certification (or like program equivalent)
    • Five (5) years’ experience facilitating diverse work groups and teams involved in complex projects.
    • Five (5) years’ experience in working with senior managers to design and implement organizational development interventions that improve work groups, teams, and organizations.
    • Five (5) years’ experience in a large, multi-functional, complex, multi-site organization.
    • Must be high producer capable of delivering highly original work products and services under tight deadlines.
    • Must be flexible and, able to work independently and capable of absorbing and synthesizing large amounts of new information.
    • Must be able to serve as an expert in the agency, which includes providing training, coaching and mentoring to all levels of the organization.

    Preferred/Desired Education, Experience, and Competencies:
    • Familiarity with organizational psychology and use of team building and change management tools, such as Co-Active coaching, conflict resolution, Prosci’s ADKAR model, Franklin Covey’s Speed of Trust, the Myers-Briggs Type Indicator, 5 Behaviors of a Cohesive Team, Agile, Crucial Conversations, Strengthsfinder or similar tools.
    • Knowledge of strategic planning, strategy deployment, change management, and the use of key performance indicators in strategy execution and process improvement.
    • Knowledge and experience with multiple change methodologies; a solid understanding of how people go through a change and the change process.
    • Educational coursework in organizational development, change management, performance management, and business administration.
    • Experience and knowledge of change management principles, methodologies, and tools.
    • Familiarity with project management approaches, tools, and phases of the project lifecycle.
    • Familiarity with agile project management.
    • Exceptional communication skills, both written and verbal.
    • Ability to clearly articulate messages to a variety of audiences.
    • Ability to influence others and move toward a common vision or goal.
    • Flexible and adaptable; able to work in ambiguous situations.
    • Acute business acumen and understanding of organizational issues and challenges.
    • Certification in Lean problem solving and demonstrated experience developing problem-solving charters. 
    • Two (2) years’ experience applying Lean methods to government operations.
    • Formal training in project management and ability.

    Additional Requirement of Employment:
    • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
    • Travel required to meet with (or provide training for) managers and teams in offices throughout the state, including overnight, both in and out of state.
