    POSITION TYPE AND STATUS:  
    Business Manager, 1.0 FTE

    Located a ½  mile from the Atlantic Ocean and 15 minutes from Portland, RSU 23 is a 700 student, three-school district seeking an experienced Business Manager to join our team. 

    The Business Manager is responsible for overseeing the financial affairs of the school district with the goal of maintaining the district's financial health. This position works closely with School Administration in developing and implementing budgets, maintaining strong financial controls and provides assistance in assuring that all work is performed in accordance with applicable Maine law, existing School Board policy, and generally accepted accounting procedures. This position is responsible for managing the Business Office which provides budgeting, accounts payable and receivable, and payroll functions for the school district.  The successful candidate should possess the following:

    QUALIFICATIONS:

    • Degree in Business Management and/or Accounting or proven experience with major emphasis in school finance and business administration
    • Strong analytical skills
    • Demonstrated supervision skills
    • Must hold or be able to obtain a valid CHRC certification
    PERFORMANCE RESPONSIBILITIES:
    • Works closely with the Superintendent to provide leadership and oversight of the district’s annual operating budget
    • Assumes responsibility for budget development, budget control system and long-range financial planning for the school system
    • Forecasts the financial condition of the district including operating and capital budgets, debt and revenue planning
    • Establishes and supervises a program of accounting and payroll operations to record in detail all money and credit transactions
    • Generates monthly, quarterly and annual financial reports as needed
    • Prepares or reviews financial reports required by the state and federal governments
    • Manages all school funds including general (local), donations, grants, enterprise, trust, revolving renovation, and construction funds
    • Manages accounts for federal funds received by the school district and reports those revenues and expenditures in accordance with requirements
    • Coordinates and ensures that federal grant budgets are entered accurately and timely into the financial software annually and requests reimbursements at least quarterly. 
    • Oversees the balancing of bank statements for payroll, general, and student activity funds
    • Serves as the district banking officer reviewing and reconciling the monthly banking activities
    • Ensures that monthly general ledger balances and all accounts are accurate
    • Ensure payroll is performed in an accurate and timely manner
    • Provides for the security, use, and verification of approvals of district debit cards
    • Arranges for the internal audit of school accounts
    • Directs and oversees the annual external audit process in accordance with law and Board policy
    • Maintains the financial computer system and assists other staff in its usage and development of computer applications dealing with the business functions of the school district
    • Advises the Superintendent on questions relating to the business and financial affairs of the school system and keeps the Superintendent informed of any significant areas of concern
    • Attends School Board and Finance Committee meetings at the request of the Superintendent
    • Provides financial information needed by the Superintendent and the School Board Personnel and Negotiations Committee during the collective bargaining process
    • Administers system-wide competitive bidding, informal quotations, and negotiations to include all documents, i.e. notices and instructions to bidders, specifications and proposals
    • Maintains a complete and up-to-date inventory of all school property  
    • Oversees all district insurance programs to maintain appropriate levels of insurance and meets with insurance agents to review coverage annually
    • Ensures Business Office staff provide employee-oriented, high-performance culture that emphasizes empowerment, quality productivity and standards, goal attainment, recruitment, and ongoing development of a superior district workforce
    • Remains current of all developments and innovations in the field by reading current literature, attending professional meetings and conferences
    • Assumes responsibility for all pertinent laws, regulations, statutes, rules, and policies affecting the operation of the school district as it relates to his/her areas of responsibility
    • Assumes responsibility for the development, preparation, maintenance, and implementation of all appropriate records, forms, and reports that relate to his/her area of responsibility
    • Maintains strict confidentiality regarding all aspects of the operation of the office and its interaction with any and all personnel and community members
    • Excellent communications skills: writing, speaking, and presentation skills
    • Ability to coach and develop direct reports for improvement
    • Performs other duties the Superintendent assigns
