    Position Summary: JMT is seeking a Construction Manager Section Head to grow our business in the Greater Washington DC (DMV) area. The responsibility includes business development, pursuit activity, managing projects, internal and external collaboration, and managing staff involved in a variety of projects that include facility construction and rehabilitation, transit, highway, and rail transportation, water and other infrastructure.

    Essential Duties and Responsibilities

    • Develop and coordinate strategic growth Plan with office managers and practice leaders.
    • Establish and grow market presence in area through marketing and business development.
    • Manage financial budget for section and allocate resources accordingly.
    • Lead and contribute to development of proposals for business pursuits.
    • Serve as an expert resource.
    • Recruit/hire and manage assigned staff.
    • Perform project management tasks as required including development of management plans, cost estimates, budgets, scopes; managing project staff including sub-consultant and contractor activity; lead and attend meetings; review and approve pertinent documents; monitor progress; reporting, etc.
    • Perform other duties as may be necessary or required.

    Required Experience
    • Bachelor's degree in civil engineering, construction engineering, construction management, or related field from an accredited program.
    • Registered Professional Engineer (PE) license or equivalent.
    • Minimum of ten years of construction experience serving as a Construction Manager, Construction Management Representative, Owner's Representative, Construction Superintendent, or equivalent role.
    • Project management and business development experience.

    Preferred Experience

    • Relevant project experience with District of Columbia (DCC) government agencies, other DC agencies, Federal, state, and local government entities including DDOT, WMATA, DGS, DOEE, DC Water, or others.
    • Experience with construction or renovation projects in federal that involved active management, oversight and/or inspection of multiple construction trades and close coordination with the Government/owner on construction issues.
    • Knowledge and experience working with Federal Government Project Managers/CORs on project costs and budgets, processing change requests, requests for information, submittals, and field observation reports.
    • Experience with Federal construction projects requiring coordination with General Services Administration (GSA), National Parks Services (NPS), United States Army Corps of Engineers (USACE), Navy Facilities Engineering Systems Command (NAVFAC), Federal Bureau of Investigations (FBI) and other agencies within and supporting the Federal Government.
    • Experience using SharePoint or related Government construction management software (ePM, ProjNet, etc.) to communicate construction progress and process documentation.
    • Experience with document management and storage platforms such as Procore, e-Builder and other systems for secure project document control, sharing and storage.
    • Experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements.
    • Experience with International Building Code, Unified Facilities Criteria, and Public Building Service PBS 100 Facilities Standards.
    • Knowledge of federal, state, and local codes and standards.
    • Occupational Safety and Health Administration (OSHA) 30-hour construction safety training

    Working Conditions

    Work is performed in both an office and field (construction) environment. Office to field time is approximately 50%|50%. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs.) may be required. Travel may be required.
