    Pay Range

    $129,030 - $192,525 Annually

    $129,030 - $160,188 Annually for the J14.4 level

    $154,830 - $192,525 Annually for the J14.5 level

    Job Description

    We have an opening for Section Leaders within the Special Security Office to provide leadership and extremely complex and dynamic security support to the Strategic Intelligence Partnership Program (SIPP) and activities within the Field Intelligence Element (FIE) tailored to Department of Energy (DOE) and SIPP customer requirements and missions. The FIE is a unique institutional support organization that requires a variety of security requirements to be upheld with little to no margin for error under the most stringent security regulations. This position reports to the Special Security Manager in the FIE within the Global Security (GS) Principal Directorate.

    You will

    Provide complex and dynamic professional security support and oversight of Sensitive Compartmented Information Facilities (SCIFs) and related FIE programs working with the Special Security Office.
    Oversee and lead Alternate Special Security Officers (ASSOs) and/or Security Specialists in day-to-day SCIF operations, to include the following security disciplines: Access Control, Compartmented Access Programs, Information Security, and Personnel Security.
    Provide specialized direction and resources to employees, provide program personnel with training on diverse security & administrative requirements from various sponsor agencies and DOE.
    Assess, analyze, apply, and implement security related policies, procedures, methods, operational requirements, practices, and deliverables in compliance with LLNL, DOE Office of Intelligence and Counterintelligence, Department of Defense, and Intelligence Community Directives (ICDs), orders and requirements which can vary from program to program, to facilitate SIPP work onsite.
    Participate in investigations or inquiries of security incidents and issues.
    Develop solutions to complex security-related problems and issues by providing recommendations and implementations.
    Perform other duties as assigned.

    Additional job responsibilities, at the J14.5 level

    Oversee and manage Sensitive Compartmented Information (SCI) and classified information security requirements, functions, operating procedures and all personnel and physical security responsibilities for LLNL SCIFs and FIE activities.
    Act as a key strategic decision maker and leader, independently developing and establishing new organizational policies and procedures.
    Responsible for ensuring security of SCI, SCIFs, and the information systems housed therein, in collaboration with Information Systems Security Officers, ASSOs, and other key personnel.
    Remain cognizant of evolving SCI security policies and procedures; solve unique, extremely complex and highly sensitive security problems for which guidelines, policies and/or practices do not exist; and recommend, prioritize, and oversee improvements to practices with independent judgment and a high degree of initiative.
    Lead and conduct inspections, audits, self- assessments, and other work activities related to physical and personnel security for SCIFs, FIE members, and SCI holders; prepare and review security plans; maintain and develop compliance records and corrective action plans.
    Qualifications
    This position requires an active DOE Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire and must have the ability to obtain and maintain SCI access.
    Bachelor’s degree in Security Management or related field or equivalent combination of education and/or training in a security discipline(s) and significant related security experience performing work independently.
    Expert experience in providing SCIF Operations support to IC and other government agencies.
    Ability to provide personnel with training on diverse security & administrative requirements from various sponsor agencies and DOE.
    Expert knowledge of orders and regulations related to SCI facilities and SCI control systems.
    Expert experience developing and writing clear and concise assessments, corrective action plans, policies, procedures, investigative narratives, formal reports and other correspondence.
    Expert experience administering and implementing complex security requirements in physical, information, and/or personnel security; including analyzing and interpreting policies, or directives, writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections.
    Experience supervising and/or leading a team of security professionals to meet mission requirements.
    Excellent customer service skills to represent LLNL and the FIE with various departments and Other Government Agency (OGA) sponsors.
    Ability to make decisions regarding the development and implementation of procedures and projects within the department.
    Ability to function as a Document Custodian and maintain accountable document inventories.
    Broad knowledge of and experience with general security principles and discipline (Personnel Security, Physical Security, Information Security etc.); in-depth knowledge of and experience with regulatory requirements/guidelines and compliance issues related to DOE other OGAs.

    Additional qualifications at the J14.5 level

    Extensive knowledge of and experience applying IC practices/policies and security requirements in a classified environment; along with orders and regulations related to SCI facilities and SCI control systems.
    Broad and extensive knowledge and understanding of IC requirements for the protection of IC sources and methods.
    Extensive experience in originality and creativity in determining strategies and actions to generate solutions in response to diverse, significant, and unique situations for which guidelines, policies and/or practices do not exist.
    Extensive experience with providing strategic guidance, requiring coordination and communication with institutional senior management and external entities, for the direction of the organization.

    Qualifications We Desire

    Advanced knowledge of Classified Matter Protection and Control.
    Broad knowledge of and understanding of both collateral and SCI clearances.
