    Position Objective:

    This position reports to the Assistant Director of Operations Support and Analysis and is responsible for managing the day-to-day administrative functions and Agreement employee staff. This includes all Agreement Kronos payroll functions, departmental record keeping, human resource hiring, and position movements, managing the departmental contracts and procurements, capital and operating expense budgets, payroll and non-payroll expense monitoring, managing compliance requirements regarding MNR’s Fixed Asset, Internal Controls, and any/all other MNR/MTA mandated administrative compliance programs.

    Responsibilities:

    • Responsible for the departmental Agreement payroll and timekeeping functions that include periodic auditing of departmental records as well as processing/generating/reviewing any/all payroll reports to ensure both the accurate payment and monitoring of staff attendance. This also includes management of the weekly Agreement employee Kronos payroll close process.
    • Administer all Departmental Human Resource personnel data entry and procedural requirements including vacancy management, entering PAR, PUR, TAM’s, updating, and post position descriptions, FMLA case management, and all other responsibilities as they arise.
    • Responsible for the day-to-day oversight of our departmental contracts, including vendor contract management, creating vendor purchase orders, ensuring timely payment of invoices, reconciling vendor accounts, and all other related contract and vendor payment work.
    • Collaborate with the Station Ops Managers and the MNR Procurement Department to execute any/all new contracts to ensure that vendor payments remain within the terms of the contract and to ensure that all services are rendered before the expiration of any/all contracts. Ensure all MTA prompt payment stipulations are adhered to, and any/all follow-up work is completed.
    • Collaborate with the Assistant Director of Operations Support and Analysis on the following administrative compliance functions; Station Ops MNR Quarterly Safety Meetings, tracking responses and payments for Agreement employee time claims, maintaining fixed asset inventory program, compliance with the MNR internal control program, all automotive fleet management requirements and all other mandated administrative compliance programs that may arise and as required.
    • Supervise, motivate, and manage all work responsibilities performed by the Station Operations Admin Team including our Timekeepers, the PEP Stations Analyst, and the PEP Chief Clerk.
    • Perform all other Station Operations Department administrative work and projects as assigned which may also include responding to service disruptions and various field work assignments.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

    • Strong organizational skills with thorough knowledge of administrative functions including the ability to work independently and/or simultaneously on multiple projects and with adherence to deadlines.
    • Must possess knowledge of the MTA-BSC procurement processes and procedures, or its equivalent.
    • Must be computer-literate, with working knowledge in a Microsoft Office Suite environment, including Outlook, Word, Excel, Access, and PowerPoint or equivalent programs.
    • Must have experience using Peoplesoft, Kronos, and the ATS and DTS systems, or comparable timekeeping, purchasing, and human resource systems.
    • Must have strong communication skills including verbal, written and presentation skills.
    • Knowledge of budgetary and financial control processes. · Excellent interpersonal skills with the ability to communicate effectively with various departments and levels of management throughout Metro-North and other MTA Agencies.
    • Strong leadership skills with the ability to foster teamwork and productive working relationships.
    • Must be able to maintain a high degree of confidentiality and discretion. · Must be able to respond to emergencies 24 hours a day, 7 days a week.

    Required Education/Experience:

    • Associate degree in business administration or another related field. Demonstrated experience, education, and/or technical credentials may be considered in lieu of a degree.
    • Minimum of three (3) years of increasingly responsible business-related experience in a fast-paced environment supporting senior management staff
    • Minimum of two (2) years of experience in supervising staff

    The following is/are preferred:

    • Bachelor’s degree in business administration or another related field
    • Knowledge of Railroad Operations.
    • Strong administrative, problem solving and analytical skills.
    • Familiarity with the MTA BSC and its various procurement and HR administrative functions.
    • Knowledge of TCU labor agreements and any/all applicable work rules. · Project management skills with the ability to take on assigned projects from conception to completion and with adherence to deadlines.
    • Proficiency in using various database programs, with the capability of running reports and queries.

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

    Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union.
