    In this role, you will be responsible for the full cycle of labor and payroll processing on a semi-monthly basis. You would join the finance team, reporting to the Controller, and would also maintain electronic payroll records and reconciliations, oversee multi-state payroll taxes, and provide payroll reporting. You would provide excellent customer service when responding to staff inquiries and collaborating with HR and other cross-functional teams on payroll matters.

    Key Responsibilities
    Duties and Responsibilities
    • Processes end-to-end, semi-monthly, multi-state payroll, labor, and leave for approximately 200 FT, PT, exempt, and non-exempt team members, ensuring accuracy, timeliness, and compliance with applicable company, federal, state, and local requirements.
    • Monitors that timesheets are approved timely in Deltek T&E, validating, and importing timesheet data, reviewing claimed pay types and fringe charging for policy complianc
    • In coordination with HR, runs benefit change reports internally and with third-party vendors to prepare and enter deduction updates. This includes 401K contributions and loans, cafeteria plans, and other benefits.
    • Creates payroll in the payroll system and edits by review of HR -approved personnel actions and timesheets. Calculates and enters adjustments for new hires, terminations and other prorations, overtime, PTO payouts, bonuses, uplifts, hazard pay, differentials, expense reimbursements, current and retroactive wage, tax withholding, and deduction corrections.
    • Imports, edits, and posts all labor costs in Deltek Costpoint, including prior period corrections and deferred compensation.
    • Calculates and posts leave accruals, leave adjustments, rollovers, donations, and forfeitures.
    • Prepares and submits detailed payroll packages and other payment requests related to payroll by established deadlines for required internal approvals.
    • Processes internally approved payrolls, confirms third-party payroll data transmissions as required, such as to benefit vendors, and confirms those funds transmissions.
    • Enters payroll vouchers and journal entries for each payroll into the Costpoint accounting system.
    • Reconciles payroll to labor posting each period and GL liability accounts monthly. Resolves discrepancies "in advance" by proactively acting on reconciliation findings.
    • Serves as payroll and timesheets point of contact, monitoring and responding to the payroll email box. Provides prompt and courteous, research-to-resolution support to questions and issues regarding pay, deductions, and the payroll process. Responds to payroll information and change requests with high caution and confidentiality by following procedures in place to protect data and assets.
    • Coordinates heavily with HR for staff onboarding, payroll planning, policies, and other day-to-day payroll matters.
    • Provides organized, timely, and efficient payroll onboarding, timesheet training, and resources.
    • Updates employee master files in payroll and accounting system based on HR-approved personnel actions. Runs periodic checks between systems, validates, and updates as needed.
    • Serves as subject matter expert, maintaining up-to-date knowledge of federal, state, and local payroll tax, labor regulations and filing requirements, and our company policies, including those related to our employee benefits, to ensure continued compliance and interpret and apply to special payroll situations.
    • Ensures state tax registrations for withholding and unemployment tax accounts are current, setting up and closing accounts as required. Validates new hire tax setup in the payroll system and oversees employee self-service tax form updates.
    • Reviews quarterly and annual payroll tax filings and works with tax vendors and employees to resolve payroll tax issues. Includes oversight of the annual W2 process, including annual Form 941, W2, and W3 reconciliations, ensuring full compliance with government reporting requirements for payroll taxes, withholding, and employer contributions
    • Compiles and maintains up-to-date and accessible personnel and payroll workpapers and records to support company, audit, and regulatory needs.
    • Prepares and submits requested payroll data requests for annual tax reporting, financial, 401k, WC, and other audits and data collections.
    • Actively participates in system improvements and other ad-hoc initiatives related to payroll processing or data.



    Skills, Knowledge and Expertise
    Required Education and Experience:
    • Eight years of experience in multi-state US payroll and payroll tax filings
    • Experience managing 200 employee payrolls.
    • Strong understanding of payroll principles, tax regulations, and wage and hour laws. Must have experience setting up new tax accounts with state agencies.
    • Deltek Products Experience, specifically Costpoint and Time and Expense (T&E)
    • Advanced skills across MS Office Suite
    • Knowledge of general accounting principles and experience reconciling payroll-related accounts.
    Desired Qualifications:
    • Bachelor's degree in accounting, business, or a related field, or equivalent related experience.
    • Certified Payroll Professional (CPP) a plus
    • Experience with Paycor a plus.
    • Government contract industry experience a plus
    • Strong oral and written communication skills, ability to build positive relationships.
    • A hands-on and can-do attitude that thrives in a collaborative environment.
    • Ability to work independently, plan, organize, and execute multiple initiatives. Able to work occasional overtime to meet critical deadlines.
    Physical Requirements
    • Prolonged periods of sitting at a desk and working on a computer.
    • Routine video conference and/or in-person meetings.
    • Viable candidates should live in the Washington DC, Metro area and be willing to travel to the office for twice monthly meetings. The position will provide remote and flexwork.
