Water and Gas Distribution Superintendent

  • Plans work and coordinates all aspects of water and gas distribution installation, maintenance and repair.  Ensures the distribution section is in compliance with all local, state and federal regulations; prepares and maintains records; performs on-call duties and responds to emergencies as needed.

    The essential functions of the job are not limited to those listed in the job description.  The City retains the discretion to add to or change the duties of the position at any time.

    • Direct, lead and supervise the construction and maintenance activities in the water and gas divisions, specifically up to the meter, but often including meter relocations and associated work.   Supervise operating activities in the water and gas division including efforts to prevent underground damages to our systems. 
    • Plan, organize schedule, and inspect for quality all work performed by the crews; Perform and document job site inspections for safety, OSHA, VDEQ, VDH permit requirements, and Virginia Supplement to the Manual on Uniform Traffic Control Devices (MUTCD).
    • Ensure all gas work is performed according to the City’s O&M Plan, engineering design, PHMSA Part 192 and 199 and by qualified personnel under the City’s Operator Qualification Plan.  Ensure all water work performed meets AWWA standards.
    • Recognize and identify when permanent repairs are not possible, practical, economical, or appropriate and recommend replacement.  
    • Supervises the distribution repair and replacement activities by planning each day’s activities; directing supervisors in the organizing and scheduling of work for the crews; training supervisors and crews on effective techniques in the installation and maintenance of water and gas distribution systems; and ensuring that employees and contractors remain OQ certified and follow procedures.
    • Determine repair methods for difficult jobs; coordinate valve operations and construction sequencing; schedule planned outages, and minimize unnecessary service interruptions.  Coordinate and assist work with other Water and Gas groups, city departments and contractors.
    • Manages distribution emergencies:  investigate; determine cause, if possible; assign crew(s); oversee the work; ensure correct action is taken while following City policies and plans.
    • Maintain appropriate clearing over the city’s right-of-ways over distribution lines in easements and along public right-of-way by coordinating work of crews, contractors, and other departments.  
    • Train supervisors and their employees on effective techniques in the installation and maintenance of water and gas distribution systems; develop supervisory skills of crew supervisors, reviewing and making suggestions for changes to Operations & Maintenance manual; Create SMART goals for the Distribution group and help employees succeed.  Perform Field Evaluations as part of the Operator Qualification process.  Execute the OQ plan in Distribution.  
    • Maintain a qualified workforce.  Ensure that employees and any specialized contractors working at your request are qualified and OQ certified and follow the City’s operating procedures.  Fill vacancies promptly by coordinating with Human Resources and participating in the hiring process.  Present safety topics to both Distribution and Divisions periodically.
    • Coordinate and communicate with other departments whose operations may be affected by all projects; coordinate with contractors performing the work; and minimize the negative impact on customers.  Communicate outages, scheduled and unscheduled, with customers, community groups, management, and media as directed.
    • Provide administrative direction by preparing and monitoring the annual budget; establishing procedures for vehicle inspection and time lines for the purchase of vehicles and equipment; reviewing and making suggestions for changes to Operations & Maintenance manual; ordering job materials as necessary; and attending damage prevention conference and safety conferences to keep abreast of changes to regulations (Distribution Integrity Management and Operator Qualification).
    • Promote damage prevention throughout the Divisions, Department, and City.   Supervise administration of the City’s locating contractor, reviewing tickets, randomly inspecting completed locate requests, completing damage reports, and reviewing and approving invoices.   Meet periodically throughout the year to review damages, lessons learned, near-misses and to improve the quality of the product.  Communicate Division goals effectively and create culture of improvement and prevention.
    • Maintain an equitable on-call plan, approve time and leave requests, and enforce the City’s personnel regulations.  Supervise vehicle and equipment inspections. 
    • Prepare and monitor the group’s budget; Ensure employee’s time and materials are properly charged. Order job materials as necessary; Coordinate the group’s safety equipment, supplies, and uniforms purchases.  Ensure all employee credit card receipts are timely and properly accounted and coded as well as purchases made on city accounts including restoration materials.  Prepare and maintain records of the materials and labor expended on projects to ensure best available use of contract crews vs. city crews.

    Education and Experience
    High School Diploma or GED supplemented by six months to one year of post-secondary study or training: e.g. vocational, business, technical school; basic computer skills; and five to seven years of experience.

    An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above

    Certifications/Licenses 

    • Valid Driver’s License with acceptable driving record according to City Criteria 
    • Operator Qualification Certification
    • Fusion certification
    • Flagging certification

    Job Knowledge 
    Advanced knowledge of the subject matter. Complete comprehension of the subject area to solve common and unusual problems, able to advise on technical matters, and serve as a resource on the subject for others.

    Reading
    Intermediate:  Ability to read papers, periodicals, journals, manuals, dictionaries, and thesauruses.  

    Writing
    Intermediate:  Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.  

    Math
    Intermediate:  Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.  

    Communication Skills 
    Decisions regarding interpretation of existing policies may be made.  Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.  Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.  

    Independence and Decision-Making 
    Normally performs the duty assignments with substantial discretion and within broad parameters defined by general organizational requirements and accepted practices. Overall results determine job performance.

    Technical Skills
    Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

    Fiscal Responsibilities 
    Oversees budget preparation of a division or department budget.  Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for organization-wide budget expenditures.

    Supervisory Responsibilities
    Manages, monitors and directs work performance of subordinate supervisors, makes final decisions on hiring, discipline, performance evaluation, setting program/work objectives and realigns work and staffing as needed.

    PHYSICAL DEMANDS

    • Work requires medium physical effort, exerting 20-50 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. constantly.

    MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE

    Typically requires use of standard office equipment, including computer and related hardware and software; truck, backhoe, pipe horn, metal detector, squeeze tool, aqua scope, operator qualification certification; and any other equipment as appropriate or required.

     

    WORK ENVIRONMENT

    The work is typically performed in an office and outdoors, where there is occasional exposure to respiratory, physical, mechanical, and fire hazards.  There is seasonal exposure to extreme temperatures and wetness/humidity.  There is rare exposure to chemical and electrical hazards, explosives, and physical danger or abuse.

     

    The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, safety glasses, hearing and eye protection, etc.); and any other equipment as apparent or assigned.
