Main Purpose of Job
The main purpose of this position is to provide executive management and direction for the Office of General Services (OGS), a support program, which provides a broad scope of services for all divisions of the Department of Labor. OGS services encompass support in the following areas: building security, maintenance, MDEM representation and participation, telecommunications management, leasing management, mail operations, fleet management, energy conservation and recycling, emergency operations management, fixed asset, supply, records and forms management. This position relates to the agency’s mission in that it provides consistent and dependable support for Labor employees who, through their efforts, provide economic stability to the citizens of Maryland.
POSITION DUTIES
Duties of this position include, but are not limited to: Manage, direct and coordinate the various programs of the Office of General Services. These programs are diverse in the services rendered to other divisions of Labor and require extensive planning and implementation skills.� The OGS programs provide services in the following areas: Facilities Security Management for owned and leased Labor locations. Oversees security provided by the Maryland Department of General Services’ Maryland Capitol Police. MCP provides security for employee suspensions and terminations, conducts hourly patrols daily. The buildings are protected 24/7 and provide an additional police presence in the neighborhood. MCP also oversees building security guards. Building Maintenance for Labor’s seven owned locations. OGS is responsible for ensuring that building support systems required to run Unemployment Insurance Call Center equipment are in continuous operation. Audits maintenance work orders that are submitted through the Maryland Department of Labor Maintenance Request form periodically for consistency of service to allow for a safe and comfortable environment for Labor employees and visitors, as well as ensuring that building systems can support the agency's core mission. Building retrofits, redesign and construction of interior space is a service provided by the OGS maintenance.� This program is also responsible for energy conservation measures.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.� Experience: A minimum of five years of experience performing facility management work. Three years’ experience of supervising a team or an organization. Notes: 1.\tAdditional experience may be substituted on a year-for-year basis for the required or preferred education. 2.\tCandidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
