    What You'll Do in This Position

    Provides strategic direction, programmatic, and technical leadership for the nuclear and criticality safety staff supporting new projects requiring safety bases or existing facilities. Directs, leads, and plans all nuclear and criticality safety support activities for the assigned facilities or projects. Support includes day-to-day facility/project support, ensuring compliance with 10 CFR 820, Procedural Rules for DOE Nuclear Activities, and 10 CFR 830, Nuclear Safety Management, for assigned facilities/projects. Acts as the immediate nuclear & criticality safety technical authority for the assigned facilities/projects.

    The N&CSE Area Manager is the person responsible for the development the Documented Safety Analyses, Technical Safety Requirements, and supporting technical documents for the assigned facilities/projects. The assigned facilities/projects are or will become Hazard Category 2 Nuclear Facilities (in accordance with DOE-STD-1027) with criticality, radiological, chemical, and industrial hazards. This position carries the responsibility for technical adequacy of the documented safety analysis and technical safety requirements, the responsibility for ensuring complete and correct implementation of the safety basis in facility programs and procedures, the responsibility of maintaining compliance with annually required elements of 10 CFR 830 (e.g., annual updates and unreviewed safety question summaries), and the overall health and functioning of the Unreviewed Safety Question process for the assigned facilities.

    The N&CSE Area Manager is responsible for ensuring that all nuclear and criticality safety development activities are conducted in compliance with all applicable Federal regulatory requirements.

    The N&CSE Area Manager is the technical authority for the assigned facilities/projects. The position is responsible for ensuring disciplined Conduct of Nuclear Safety in accordance with SRNS Manual 11Q for all applicable activities supporting the assigned facilities/projects.

    The N&CSE Area Manager is responsible for directing nuclear and criticality safety activities in a manner to integrate achievement of the above responsibilities with the accomplishment of SRNS business objectives. This requires the position to make and champion informed risk-benefit determinations in support of the assigned facilities/projects.

    The N&CSE Area Manager manages customer relations on facility and project-related nuclear safety matters with the Department of Energy through personal interaction with DOE management. The position also directs their staff in conducting these relationships.

    The N&CSE Area Manager manages and oversees the nuclear and criticality safety support activities provided by subcontractors supporting the assigned facilities/projects. This oversight and management function includes personnel and products in the area of Nuclear Safety, Criticality Safety, Safety Analysis, Hazards Analysis, and general Regulatory Support. Key to this position is that that subcontracts are managed proactively to ensure appropriate, timely, and cost-effective support to the assigned facilities/projects.

    The N&CSE Area Manager participates as a member of the Area Project and/or Facility Manager's team to formulate and execute strategic planning, mission development, and resource management in support of the facilities/projects.

    The N&CSE Area Manager is responsible for development, administration, and control of the assigned facilities/project's direct and indirect N&CSE budgets and staffing in order to implement nuclear and criticality safety responsibilities, ensure schedule objectives are met, and support long-term operation of the assigned facilities/projects.

    The N&CSE Area Manager is responsible for ensuring that the nuclear and criticality safety training, mentoring, rotation, and personal development processes provide a stable, maturing, and capable staff for nuclear and criticality safety engineering support of the assigned facilities/projects' objectives.

    Security Clearance Information

    SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.     Technical management experience is preferred.

    Nuclear facility experience is preferred.

    Broad knowledge of nuclear safety rules and regulations with direct experience in their application at a variety of Sites, facilities, or projects. Working knowledge of the Site 11Q Manual practices and principles, foundational experience in the development of nuclear and/or criticality safety documentation (e.g., hazards analyses, documented safety analyses, accident analyses, etc.), and other Site policies/procedures related to safety, human resources, and project management.

    Working-level knowledge of pertinent Federal regulations (e.g., 10 CFR 830), DOE orders (e.g., DOE O 420.1B), and DOE Standards (e.g., DOE-STD-3009) to ensure that organizational operations and support activities are consistent with customer expectations and formal guidance.
