The Network Program Service Delivery Manager provides overall program management for client IT-governed delivery projects. For our client, this includes overseeing multiple divisions.
Duties and Responsibilities
The Network Program Service Delivery Manager provides overall program management for client IT Delivery projects to include project and delivery strategy and decision making for the stated scope of work. The Network Program Service Delivery Manager organizes project goals and objectives into major streams of work with specific deliverables.
The Network Program Service Delivery Manager manages complex and cross-functional programs and projects, from design and development through production. The Network Program Service Delivery Manager oversees execution of multiple projects and coordinates/manages dependencies. The Network Program Service Delivery Manager is accountable for the delivery of program capabilities and business results. Complex situations are evaluated accurately, and viable solutions identified, that create successful outcomes for the customer. Hosting meetings, taking meeting notes, and documenting action items are also part of day-to-day responsibilities.
Management of the customer/client experience is provided start to finish to include business alignment and business relationship management. The program manager regularly aligns and communicates with Finance, Asset Management, Sector Operations, Information Security, and Delivery leadership. TLM - Technology Lifecycle Management - and driving asset currency is an important aspect of the role as well. Master scheduling of projects within the program is required to include communication of scope, scope changes, risks, and issues. Governance of projects within the program is required to include completion of deliverables, stage gates, and weekly reporting to stakeholders. As refresh activities complete, tracking of all requirements - to include change management, release management, information security management, handover to operations, and financial alignment/closure - is completed. Reporting to Operating Committee members is provided bi-weekly and to Steering Committee members as needed. The Network Program Service Delivery Manager works closely with the Program Executive Sponsor, Operating Committee and Steering Committee to facilitate decisions necessary for delivery and to overcome barriers.
The Network Program Service Delivery Manager is responsible for Vendor Management for wireless, cabling, and turnkey partners. There can be 4-5 vendors engaged per site. The Network Program Service Delivery Manager encourages and facilitates collaboration across vendor partners. A strong focus on Team Management is desired to include building a physical high-performing team as well as developing a strong team culture and culture of Delivery.
The Network Program Service Delivery Manager serves as the point of contact for the program sponsor and communicates program performance to program sponsors and the executive team. The Network Program Service Delivery Manager also serves as a mentor/advisor/decision-maker to project managers for the program for issues related to corporate politics, external politics, client relations, governmental regulation, project quality, project risk, and safety. Overall, the Network Program Service Delivery Manager monitors progress to ensure program objectives are delivered on time and within budget, and business results are realized.
Key Responsibilities:
- Responsible for the tracking and reporting of full-site (network) remediation (FSR) program activities through coordination with the client's Project Managers, IT Delivery Infrastructure team, and external vendors. This is also referred to as LAN (Local Area Network) Remediation.
- Work closely with the client's IT Delivery Lead and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for FSR program.
- Serves as an escalation point to ensure the project managers and external vendor teams deliver FSR program on time.
- Oversee all activities associated with the program to ensure the program achieves its goals.
- Manage timelines and deliverables.
- Identify key requirements for cross-functional teams and external vendors.
- Coordinate interdependent projects that are part of the program (High Point and FSR)
- Communicate with project managers
- Monitor program activities
- Resolve problems and delays in the program
- Help to ensure collaboration among project teams
- Manage program risk and coordinate corrective measures
- Document the program
- Identify and manage program adherence to standards and governance.

- Report on program performance to executive team and organization leaders
- Manage stakeholder relationships through effective communication, negotiation and issues management
Key Deliverables:
- Share with the client team a summary and consolidation of project/program details, and the plan for the upcoming week. This report should be shared once a week (4 per month) for a total of 13 periods.
- Consolidate the lessons learned, issues and incidents post cutovers, collaborating with PMs and Hypercare team, and share/discussing 1 time per week.
- Maintain and track the "FSR Tracker File" with the corresponding updates
- Prepare and collaborate with the Delivery Lead to update the "Committee Meeting" (PPT file). 2 times per month for 13 periods.
Requirements/Qualifications:
- BS/BA degree preferably in a technical discipline, or equivalent training
- PMP (Project Management Professional) certification or equivalent preferred
- 8-10 years of project management, program management or IT management, including financial and schedule performance reporting
- Minimum 5 years of experience managing cross-functional and end-to-end IT business processes
- In-depth understanding of project terminology and methodology
- Ability to lead multi-function project team through influencing skills
- In depth Risk / Issue / Change Management knowledge
- Expertise in developing executive-level PowerPoint presentations
- Expert skill using Microsoft Project to drive project execution and manage to critical path
- Experience in managing constrained schedules and resources in a rapidly-evolving environment
- Ability to understand interdependencies and impacts across projects
- Ability to organize complex and/or ambiguous information for the project sponsor
- Knowledge of structured cabling to include copper and fiber systems preferred.
- Must have a strong background in IT operations, telecommunications, and distribution network projects.
- Experience coordinating engineering and construction teams and sub-contracted vendors.
