Emergency Planning and Preparedness Specialist 3/4 Hazards Analyst

  • What You Will Do

    This position will be filled at either the Security Specialist 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

    The Safeguards Planning and Analysis Group (SAFE-PA) is seeking candidates to work and grow as members of the Hazards Analysis Team responsible for serving Los Alamos National Laboratory (LANL), the Department of Energy (DOE)/National Nuclear Security Administration (NNSA), and the surrounding community by providing state-of-the-art planning and preparedness services to protect national security assets and the health and safety of workers, the public, and the environment.

    You will contribute to the success of the SAFE-PA Group by conducting analyses and assisting with developing and maintaining key Emergency Management Technical Planning Basis programs and deliverables associated with the development and maintenance of Emergency Planning Hazards Assessments, all-hazards Surveys, consequence assessment dispersion modeling activities as well as participation in drills and exercises. The ideal candidate will have a background in radiological, chemical and/or biological scientific areas and be able to conduct analyses involving potential atmospheric releases and associated worker, responder and public health consequences including impacts to the environment.

    Emergency Planning and Preparedness Specialist 3; Hazards Analyst ($101,700-$168,200)

    Hazards Analyst 3 works under limited direction; receives minimal functional and operational direction on new assignments. Work may be evaluated upon completion to ensure objectives have been met. Demonstrates excellent judgment in selecting methods and techniques for obtaining solutions. Determines under limited supervision, the approach to solutions, plans schedule and arranges own activities in accomplishing objectives.
    • A seasoned, experienced professional with demonstrated knowledge and understanding of a specialized area such as in a specific discipline or topical area expertise, plus working knowledge of other related fields. Resolves a wide range of issues in creative ways. This job is the fully qualified, career-oriented, mid-career-level position.
    • Provides resolutions to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Contributes to the development of organization's goals and objectives.

    Emergency Planning and Preparedness Specialist 4; Hazards Analyst ($112000-$186,700)

    Hazards Analyst 4 work is accomplished without considerable direction. May oversee/coordinate activities of other personnel. Exerts significant independence and latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.
    • Has extensive and wide-ranging experience across multiple disciplines, uses professional concepts and company objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development of new theories and methods. Considered expert in field within the organization.
    • Independently develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors.

    What You Need

    Minimum Job Requirements:
    • Demonstrated knowledge of Department of Energy, Department of Homeland Security, or other federal and/or state and local regulations pertaining to the field of emergency management and/or All-Hazards Technical Planning Basis.
    • Skill and experience supporting one or more of the below emergency management activities:
      • Developing Emergency Planning Hazards Assessments and Hazards Surveys.
      • Developing emergency management policies, plans, procedures, checklists, etc.
      • Planning and conducting emergency management drills and/or exercises.
      • Designing and instructing emergency management related courses or materials to diverse audiences.
      • Performing readiness assurance activities such as assessments and evaluations.
      • Consequence assessment modeling activities/software experience
    • Demonstrated successful experience working in a team environment.
    • Experience in preparing and presenting reports, and presentation of recommendations to diverse audiences of internal/external customers.

    Additional Job Requirements for Hazards Analyst 4:

    In addition to the requirements outlined above, qualification at the higher level requires:

    • Advanced knowledge of Department of Energy, Department of Homeland Security, or other federal and/or state and local regulations pertaining to the field emergency management and/or All-Hazards/Technical Planning Basis.
    • Expertise in independently developing, implementing, and maintaining Emergency Planning Hazards Assessment analysis using dispersion analysis software programs.
    • Advanced experience in consulting/conducting research, investigating alternative solutions, and recommending solutions on problems affecting emergency planning and preparedness.

    Education/Experience Hazards Analyst 3: Position requires a bachelor's degree and a minimum of 8 years related experience; or an equivalent combination of education and experience. At this level, post graduate course work may be desirable.

    Education/Experience Hazards Analyst 4: Position requires a bachelor's degree and a minimum of 12 years related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

    Desired Qualifications:
    • Demonstrated experience working in an Emergency Operations Center (EOC).
    • Working knowledge of laboratory operations and the Laboratory's emergency management program.
    • Knowledge in hazardous material characteristics and properties.
    • Computer Assisted Protective Action Recommendation System (CAPARS) knowledge and experience.
    • Experience in Software Quality Assurance processes and performing editorial and technical reviews of emergency management or related technical documents.
    • Active DOE Clearance

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.     Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2.     Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.     Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
