    REPORTS TO : Coordinator Strategic Planning

    DEFINITION : Research, compile, analyze, and produce reports regarding various educational and comprehensive planning matters such as school enrollment projections, school boundaries, and capacity relief strategies. Coordinate with the Division of Information Technology on data and system issues. Manage geographical information systems (GIS) services that includes maintaining system hardware, software, and data. Perform analysis and technical work associated with the database integrity as it relates to the GIS platform and extensions. Provide high level logistical and technical support.

    EXAMPLES OF DUTIES :
    • Maintains and supports GIS hardware, software, and data. Uses GIS technology and other programs to prepare, present, and analyze data. Develops specialized maps to support BCPS initiatives and programs. Prepares multimedia reports and presentations.
    • Maintains GIS databases for elementary, middle, and high school boundary records. Answers questions from the public, school administrators, and others regarding school boundary and enrollment issues.
    • Designs reports, dashboards, user-friendly web applications, and other materials needed to present to staff and stakeholders.
    • Maintains GIS databases, official maps, and lists of schools, centers, programs. Produces organizational structures: Definitions of Schools Centers and Programs document. Completes associated state reporting.
    • Assists in using ESRI ArcGIS Indoors to document building spaces and mapping of space/room utilization.
    • Uses GIS to analyze school feeder patterns. Develops and maintains a list of all school and program feeder systems.
    • Assists with the production of the Annual Report of Student Enrollment and School Utilization.
    • Prepares supporting data and maps for inclusion in the Educational Facilities Master Plan, Operating and Capital Budget plans.
    • Interacts with Baltimore County Planning to gain needed data (street files, aerial imagery, etc.) to ensure accuracy of BCPS maps. Tracks new residential construction permits and coordinates to determine potential impacts to school enrollment.
    • Assists in completing population and demographic analysis studies. Analyzes enrollment projection data for ad hoc reports. Researches and provides information to the Coordinator, Strategic Planning, school administrators, and others.
    • Manages logistics of boundary study meetings, including the website, coordinating with BCPS TV, IT, and schools. Provides data, technical support, and counsel to boundary study committees
    • Leads technology liaison and webmaster for the Office of Strategic Planning. Maintains, installs, and supports computers and related equipment and software.
    • Supports the BCPS Critical Incident Response Team (CIRT) by roviding technology assistance, mapping, and data analysis for critical incidents. Provides data situational awareness for CIRT.

    MINIMUM QUALIFICATIONS :
    Education, Training and Experience :
    Graduation from an accredited college or university with a bachelor's degree. Two years of experience in the analysis of data, which included experience in the use of geographical information system (GIS) software, hardware, and data.

    Knowledge, Skills, and Abilities :
    Experience in the use of GIS to support applications and functions; ArcGIS Pro, ArcGIS Online, Python for ArcGIS and related ESRI programs, geographic information systems; computer mapping; and cartographic practices.

    Knowledge of the principles and practices of data analysis. Knowledge of statistics. Knowledge of geographic information systems (GIS). Knowledge of personal computers and business software applications.

    Skill in data analysis. Skill in using GIS to analyze data and prepare maps and presentations. Skill in researching, gathering, and presenting data. Skill in preparing reports. Skill in making presentations before groups. Skill in maintaining records.

    Ability to communicate effectively. Ability to establish and maintain effective working relationships with the public, school administrators, and others.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS :
    The work of this class is generally sedentary and performed in an office environment. Duties require occasional travel to schools and facilities throughout Baltimore County.

    This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience, you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
