Network Operations Director manages the daily operations of the organization's network infrastructure, including hardware, software, security, and services, to ensure it meets the organization's performance objectives. Ensures logging and documentation of daily network operations incidents and changes. Additionally, Network Operations Director leads troubleshooting and resolution of routine network issues and conducts root cause analysis (RCA) to prevent recurrences and identify potential technological, training, or process improvements. Automates routine tasks using scripting or basic programs. Advises on budget expenditures to ensure required tools and equipment are procured and maintained. Requires a bachelor's degree in engineering or it. Typically reports to a director. The Network Operations Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Network Operations Director typically requires 3+ years of managerial experience.     Salary Range: $80,000 - $85,000

    About the Parent Child Center Network

    The mission of the Vermont Parent Child Center Network (PCCN) is to provide children, youth and families with strength based, holistic and collaborative services across Vermont with a focus on early childhood education and prevention services. The Network provides leadership, support and advocacy on behalf of its membership and in collaboration with key partners to achieve the best outcomes for families.

    PCCs are service hubs for families with young children – an actual place in the local community where families are always welcome and can always get the support they need, regardless of economic status or family status.

    Overall Statement of Responsibility

    The Network Director has the primary responsibility for leading the organization and managing day-to-day operations and activities (as found within the responsibilities below); overseeing fund development, actively engaging in Network meetings and Committee meetings, overseeing, consolidating, and reporting quarterly financial and data reports from all centers to the state of VT, communicating with directors of the 15 PCC member centers; and serving as the primary advocate and spokesperson for the organization in order to achieve its mission, goals, and objectives. The Network Director also promotes an environment at the PCCN that cultivates justice, equity, diversity, inclusion, and belonging for the benefit of all network members. The Network Director reports to the PCCN Board of Directors.

    Responsibilities:

    Operations, Leadership and Strategic Planning (10%)

    ● Oversee office administration, operations and technology needs.

    ● Oversee website data collection

    ● Work collaboratively with PCCN staff, independent contractors and Board of Directors to

    take the lead in setting overall direction and priorities.

    ● Provide leadership, development, oversight, implementation, and management of the

    organization to execute strategic and organizational plans with staff.

    ● Provide oversight of staff and/or contracted employees as needed for Network operations

    ● Work with the Board of Directors in developing strategic plans for the short, mid, and

    long-term development and sustainability of the organization.

    ● Foster transparency and accountability to PCCN’s JEDI Commitments

    ● Support the development and implementation of a JEDI Action Plan with Board,

    Committees, consultants and staff.

    ● Implement and revise (as needed) accountability policies for data collection and

    invoicing from all PCCN members.

    ● Maintain Peer Review schedule and support successful completion of Peer Reviews

    Program Development (25%)

    ● Oversee capacity building and quality improvement process for member centers to assure

    that membership, programmatic, reporting and evaluation requirements are met.

    ● Support the quality and effectiveness of PCCN services and programs.

    ● Oversee the planning, implementation and evaluation of the organization’s programs,

    member services, special projects and other stated outcomes.

    ● Stay current in working knowledge and significant developments and trends in

    disciplines related to center programming.

    ● Oversee regular PCCN member data collection efforts, consolidation of results, and

    reporting to the state according to the required schedule.

    ● Support the implementation and maintenance of quality standards for the member

    centers.

    Financial Management (25%)

    ● Lead PCCN financial management process to assure compliance with all fiscal rules,

    regulations, and laws.

    ● Ensure that sound financial, operational and administrative policies and controls are in

    place.

    ● Act as authorized check signer and oversee financial accounts.

    ● Develop budgets and reporting standards, ensure that funds are spent in accordance with

    donor requirements and work with the staff to maintain the organization’s financial

    well-being.

    ● Oversee annual audit.

    ● Oversee and manage pass-through funds to statewide member centers.

    ● Oversee and consolidate regular PCCN member invoices and reporting to the state

    according to the required schedule including required adherence to allowable expenses.

    Fund Development & Marketing (10%)

    ● With the Board of Directors, establish and implement fundraising goals.

    ● Maintain, diversify and increase funding to ensure a balanced, diverse and sustainable

    budget.

    ● Actively engage in Association branding, public relations, and work with consultants to

    create marketing materials.

    ● Oversee PCCN grant applications and reports.

    ● Create and maintain relationships with funders, funding intermediaries, and other service

    providers.

    Board Development and Support (10%)

    ● Foster a positive working relationship with members of the Board of Directors and

    oversee matters related to Board development.

    ● Support adherence to Board policies and Bylaws.

    ● Attend all meetings of and requested by the Board.

    ● Contribute expertise and experience in all Board and committee discussions as

    appropriate.

    ● Prepare ongoing reports to the Board, including an accounting of current financial

    condition and any information needed by the Board.

    ● Proactively ensure that the board is kept informed in a timely manner on the condition of

    the organization and every important factor influencing it.

    ● Regularly update the PCCN Executive Committee and Board of Directors on the status of

    the organization.

    ● Assist the board of directors in their fiscal, fiduciary, legal and programmatic

    decision-making through providing relevant information.

    Advocacy and Community Relations (future goal)

    ● Research and maintain detailed knowledge of proposed and adopted legislation affecting

    families and children.

    ● Represent the face and voice of the PCCN and member centers at the legislature.

    ● With lobbyist, establish and implement advocacy goals.

    ● Be an advocate, ambassador and representative of the PCCN in the community and

    among supporters and stakeholders.

    ● Cultivate and maintain the Network's relationship with state partners as a primary point

    person.

    ● Seek and pursue collaborative efforts, activities, and projects with existing and new

    stakeholders to promote the PCCN’s vision, mission, and strategic goals.

    ● Exhibit exceptional written and verbal communication skills.

    Qualifications Required:

    ● Minimum of 5 years in a senior level management or leadership position in a nonprofit

    organization.

    ● Proven effective performance in establishing and growing beneficial relationships and

    partnerships.

    ● Experience working with boards, including demonstrated ability to communicate accurate

    and timely information.

    ● Experience or familiarity with community development for an intermediary organization

    including securing grants, governmental contracts, and other private resources.

    ● Experience and capacity in government relations and policy/advocacy.

    ● Proven effectiveness in organizational and team leadership, staff development, and

    strategic growth.

    ● Bachelor’s degree required (social work, public administration or related field); master’s

    degree preferred.
