    Job Summary 

     

    The Executive Director - New Jersey Motion Picture & Television Commission will be a senior leader of all of New Jersey’s Film Initiatives, leading both the NJEDA’s film sector development work, as well as the management of the New Jersey Motion Picture and Television Commission.  In this role he/she will be responsible for working with senior State government leaders, including the Governor’s office, and other regional stakeholders to oversee all aspects of the film industry in the state. Specifically, strategic vision for the Film Sector as well as all aspects of day-to-day management of formulating, implementing, and evaluating strategies and tactics to support the industry’s growth in workforce as well as permits, regulations, productions services, site selection and all ancillary support for the industry. The individual is responsible for developing and implementing strategies that lead to the overall growth of Film in New Jersey.

     

    The Executive Director - New Jersey Motion Picture & Television Commission will also be responsible for developing and managing strategic business relationships with industry leaders both in and out of state. The individual will help all industry participants understand the State’s overall value proposition and connect the players with other strategic partners such as academic stakeholders and trade groups who could support their ability to flourish in New Jersey along with advising them of applicable NJEDA resources. The individual in the role will also manage engagement with the NJ towns and municipalities to assure readiness to film motion picture, television, and digital media productions.  They will also be responsible for managing a board of appointed commissioners, as well as a high performing team of staff supporting site selection, business development, marketing, and workforce development efforts.

     

    The Executive Director - New Jersey Motion Picture & Television Commission will work with, and provide strategic counsel to, the NJEDA’s leadership team and members of the Governor’s Economic Growth team on relevant industry policy matters.

     

    $141,600 - $177,000

     

    Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

    Responsibilities

    Essential Duties and Responsibilities

     

    Leadership & Management:

    • The Executive Director will provide strategic direction to the Commissioners as well as the NJEDA Board and Governor’s office with an accurate view of the market.
    • The Executive Director provides vision and leadership to guide the creation and development of the Film Industry. This includes the development of a strategic plan with long-range goals, Key Performance Indicators (KPIs), establishing and overseeing an organizational and governance structure, including:
      • stimulating collaboration across all stakeholders related to the film industry including movie studios, independent studios, colleges and universities, labor unions, and other interested parties;
      • identifying and forming collaborative partnerships to further NJ’s ranking in the film industry.
    • Ensure the film business unit is constantly moving towards fulfilling its short-term and long-term objectives.
    • The Executive Director will participate in facilitating consensus among interests and implements the strategic vision.

    Strategic Communications & Policy Development:

    • The Executive Director represents New Jersey at regional, national, and international levels, including serving as a liaison with elected officials, policymakers, agencies/organizations, academia, and the private sector.
    • The Executive Director meets and consults regularly with the Governor’s Office and relevant Cabinet agencies and provides timely updates and analysis of the industry’s activities and impact.
    • The Executive Director ensures effective communication between the State and other public and private stakeholders.
    • Communicate and maintain trust relationships with stakeholders, business partners, agencies, and authorities.
    • Communicate and ensure policy and legal guidelines are followed throughout the organization.

    Operations & Financial Management:

    • The Executive Director oversees and manages strategic planning, administration, budgeting and management of programming and activities.
    • The Executive Director ensures plans and strategies are developed and implemented to provide for the long-term sustainability and maximum impact of the Film Industry in New Jersey.
    • The Executive Director is responsible for keeping abreast of changes in the industry and/or tracking developments in the region or federally that will impact key areas of development.
    • The Executive Director is accountable and responsible for effective financial management, planning, monitoring and compliance.
    • Ensures department practices and processes are following EDA policies and guidelines and are consistently applied.
    • Builds, develops, mentors and coaches’ direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team.
    • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
    • Must complete annual and semiannual self-assessment as required.
    • Performs other duties and special projects, as assigned.

     

    Sector Development:

    • Serves as EDA’s relationship manager for key industry stakeholders within the Film industry and actively works with the team that reports to them to institute the same.
      • Develops and manages a list of priority private sector companies in the industry within the State and is responsible for attracting new industry participants to the state.
      • Actively participates in company attraction, expansion, and retention efforts.
      • Promotes NJEDA products to help companies in the industry grow and, where appropriate, promotes other government programs and supports.
      • Actively engages and serves as lead industry relationship liaison with private sector partners, industry associations, and relevant academic and government stakeholders.
      • Coordinates engagement of private sector companies with other State agencies and Non-Government Office partners as appropriate (e.g., Choose New Jersey and NJ BPU).
      • Develops and executes focused industry topical events and programs that facilitate industry job creation, relationship building, engagement, and partnership across the industry.
    • Develops and leads a portfolio of initiatives and programs that ensure New Jersey’s long-term competitiveness in the film industry.
      • Identifies potential initiatives via conversations with industry stakeholders and monitors successful programs from other states and countries.
      • Forms strategic collaborations with partners to develop and drive strategic and/or programmatic initiatives.
      • Works across EDA and with external partners to scale and institutionalize successful programs and transition them over time to Product Managers who will be responsible for their long-term execution.
    • Serves as EDA’s industry expert in the film industry and manages the team that reports to him/her to do the same.
      • Understands firm-level and industry-level value-drivers and dynamics.
      • Tracks industry progress at the state, regional, and national levels.
      • Acts as a public speaker and public relations representative on industry topics, in ways that support the Authority’s profile.
      • Provides industry-related policy inputs and guidance to NJEDA leadership and, as appropriate, the Governor’s Office.
      • Participate in strategic collaborations to support the film industry’s growth in New Jersey
      • Actively contributes to and oversees the content and messaging for all industry related social media, marketing content, and web content (e.g., reviews and approves all industry related press, posts, and tweets, and contributes relevant industry sector content).
    • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer- focused work environment among division, EDA staff, and external customers
    • Builds, develops, mentors and coaches the team; sets project and development goals and objectives, provides regular feedback to team members, and provides input to semi-annual and annual reviews.
    • Supports the development and execution of department goals; reviews and evaluates own performance against key metrics as well as those of their team.
    • Helps to institutionalize best practices; defines and implements needed systems and policies
    • Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied.

    • Must complete annual and semiannual self-assessment as required.

    Qualifications

    Education and Experience Requirements

    • Bachelors’ degree with an emphasis in business, non-profit, or public administration, workforce development, policy, and/or equivalent experience
    • A minimum of 10 years relevant experience in working with the film industry with a proven track record of key stakeholder relationships
    • At least five years’ management/supervisory experience

     

    Advanced degree or industry specific certification may be substituted for 1year of experience
