This position is located in the Bureau of Overseas Buildings Operations (OBO) the contractor performs the tasks and assignments that include, but are not limited to, the following:

This position is located in the Bureau of Overseas Buildings Operations (OBO)Construction, Facility and Security Management (CFSM), Office of Facility Management (FAC) OBO Regional Support Centers (ORSC). ORSC are located in Cape Town, South Africa and Abidjan, Cote d'Ivoire. The contractor performs the tasks and assignments that include, but are not limited to, the following:

As a Facility Operations Specialist the incumbent performs a wide range of project management and administration tasks , managing and performing maintenance troubleshooting ,repair and replacement of a wide variety of Power Generation systems that support post operations.

• Provides technical expertise in power generation systems and conducts technical review of contract facilities work involving redesign, design modification, complete overhaul or production of new complex, state-of-the-art  Power Generation  systems, and evaluates technical submissions.
• Participates in the development and execution of annual work plans, developing and recommending schedules for post visits, inspections, and evaluations to fully met the Power Generation system maintenance requirements of the posts throughout the assigned area of responsibility.
• Monitors installations and acceptance testing on a full range of  Power Generation systems, routine and emergency repair projects to ensure that the projects and other initiatives are completed in accordance with specified DOS design requirements.

Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:

1. Experience in the ability to use technical knowledge and skills in identifying, analyzing, and appropriately responding to complex problems related to power generation system maintenance and repair.
2. Experience in mastery of the principles and practices of a broad range of facilities management concepts and practices to identify, analyze, and solve complex problems.
3. Experience and comprehensive knowledge of and skill in applying technical engineering principles and practices related to power generation systems.
4. Experience and advanced ability to identify and mitigate safety hazards and capability to ensure facilities operations and worksites comply with local environmental, U.S. OSHA, and local safety standards.
5. Experience in the ability to communicate both orally and in writing to serve as a representative of the ORSC to posts;

There is no substitute of education for specialized experience for the GS-12 position.
