SALARY: $66,099.00 - $76,099.00 (Commensurate with experience and educational level)
NATURE OF WORK:
An employee in this position will have the primary function of managing and/or assisting in the operation of tasks commonly associated with a business or finance office which may or may not include accounts payable, accounts receivable, budgeting, monitoring of accounts or account balances, purchasing, processing of reimbursements, creating and maintaining encumbrances and/or running of reports of a financial nature. This includes working with Department staff, other state and federal government contacts, auditors, and vendors in resolving problems of an accounting nature; and, documenting accounting record procedures in accordance with state and federal regulations.
DUTIES AND RESPONSIBILITIES:
- Assists West Virginia Department of Education (WVDE) staff with the wvOASIS system, tasks and implementation.
- Ensures the preparation, recording, reporting, and related accounting and recordkeeping responsibilities are performed efficiently by WVDE staff and/or others.
- Trains WVDE employees, in-person, and via TEAMS, to effectively carryout their job responsibilities as they related to Internal Operation’s policies and procedures, including ordering, recording, accounting, receiving, along with wvOASIS navigation and error solutions.
- Responsible for the Department’s recordkeeping needs and the coordination of requirements of the State regarding areas such as service agreements, purchase orders, fixed assets, invoices, receiving reports, purchasing card, etc.
- Coordinates and verifies proper completion of vendor’s registration process within the Office of Internal Operations.
- Assures that proper funding is used for appropriate expenses and that all policies and procedures are followed; Stays abreast of state and federal processes.
- Reviews, corrects, and or approves system information, expenditure records and related supporting documentation for compliance with applicable federal or state policy and procedures.
- Assists in processing contractual agreements, and purchase orders in a timely manner, including verifying for reasonableness and allowability and reconciling discrepancies.
- Responsible for performing the duties of Purchasing Card Coordinator or Co-coordinator, as required.
- Assists in the financial year-end cleanup and closeout process along with the preparation or compilation of reports prepared for management’s use in making decisions.
- Processes changes order and creates renewals prior to contract completion.
- Performs other duties as assigned by the West Virginia Department of Education (WVDE) administrators, the Financial Officer and Managers within the Office of Internal Operations.
QUALIFICATIONS:
- Associates Degree in Business or Finance required; Bachelor’s preferred.
- Minimum of five years’ experience in the accounting or fiscal office of a similarly sized organization with preferred experience in governmental accounting.
- Experience using Windows, Word and Excel is required with working knowledge of wvOASIS (the State of WV’s accounting system) preferred.
- Must possess conceptual understanding of an efficiently operating business office as well as contracts and their formation.
- Knowledge of methods, procedures and terminology used in professional accounting work with the ability to maintain confidentiality.
- Knowledge of generally accepted accounting principles as well as financial and statistical record-keeping techniques.

EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is “at-will” and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
