    GoldenWolf is seeking a a Senior Quality Assurance Representative to provide technical services for the U.S. Army Corps of Engineers (USACE) Vancouver Resident Office for repairing and replacing Columbia River Pile Dikes which involves demolition of existing timber pile dike structures, expansion of shore connections, enhanced enrockment, and new steel pile dike structures. Personnel furnished under this contract is responsible for surveillance of construction projects and delivering findings to the USACE Contracting Officer’s Representative (COR). The Senior Quality Assurance Representative will provide full-time / temporary on-site support and oversight.


    This work is located in Chinook, WA


    Work Period:

    This position is full-time temporary work that falls within the In-Water Work Window (IWWW)

    July 1st-November 30th 2024

    July 1st-November 30th 2025

    July 1st-November 30th 2026

    Approximately 50 hours per week.


    Responsibilities include but are not limited to:

    • Perform daily Quality Assurance Inspections during physical activity at the construction site to check compliance with contract requirements.
    • Monitor the construction contractor's Quality Control System and report on its effectiveness.
    • Monitor the construction contractor's work and report any issues or concerns to the Administrative Contracting Officer, Contracting Officer's Representative, or Project Engineer responsible for the project.
    • Inspect the construction contractor's Red Line As-Built Drawings for accuracy.
    • Participate in the review of the construction contractor's Progress Billings (verification of reported quantity and progress).
    • Monitor the construction contractor's Safety Program and report on its effectiveness.
    • Prepare Daily QA Reports and submit them to the Administrative Contracting Officer, Contracting Officer's Representative, or Project Engineer responsible for the project. Daily Reports must be completed and submitted within 24 hours of completion of each shift.
    • Review construction contractor's daily quality control reports (QCR) to ensure they adequately document the contractor's quality control operations. Report any discrepancies or issues to the COR.
    • Participate in the three-phase control process to verify that the construction contractor is conducting the required control processes effectively. Attend preparatory and initial-phase meetings and verify that minutes are prepared and highlights of each control phase are included in the daily CQC report.
    • Monitor the construction contractor's procedures for tracking construction deficiencies and ensure that corrective actions are taken and an audit trail is maintained.
    • Perform inspections and investigations, collect data, and complete reports to document findings.
    • Closely monitor the construction contractor's CQC program to ensure that the three-phase control system is being correctly performed and that all operations are effectively controlled.
    • Check plans and specifications against requirements and compare elevations, grades, and details shown on plans with those at the actual site.
    • Anticipate the construction contractor's operations by reviewing the plans and specifications before each operation begins and discussing the construction contract requirements in each Preparatory Phase Meeting with the COR and construction contractor.
    • Use checklists provided by the COR to help identify significant items in the construction contract plans and specifications.
    • Compare shop drawings to the construction contract requirements and report any apparent differences to the COR.
    • Verify that the materials being installed match the approved shop drawings.
    • Ensure that the construction contractor's personnel are familiar with the provisions of EM 385-1-1, Safety and Health Requirements Manual, and applicable Occupational Safety and Health Act (OSHA) requirements.
    • Provide a minimum of one safety comment on each daily QAR report.
    • Review and monitor all construction contractor activities related to environmental requirements, such as the Environmental Protection Plan, Marine Mammal Monitoring, Bird Monitoring, and Turbidity.
    • Ensure that the construction contractor's environmental permits and authorizations are current.
    • Monitor the construction contractor's quality control system to ensure proper execution of environmental controls at the job site.
    • Compare daily QC environmental reports/Summary Sheets with QA reports.
    • Other duties as assigned.

    Requirements

    EDUCATION AND EXPERIENCE:

    Required

    • National Agency Check with Inquiries (NACI) Clearance or the ability to obtain said clearance is required.
    • Minimum of 2 years’ experience in construction and a desired one year of experience in heavy civil projects. Alternatively, a college degree in engineering or construction related field may substitute for the required experience. 
    • Familiarity with USACE Safety and Health Requirements Manual, EM 385-1-1, and OSHA.
    • Ability to work in adverse conditions for extended periods of time which may include inclement weather.
    • Capability to prepare a variety of reports; and the capability to perform basic field quality assurance tests.
    Preferred
    • A bachelor's degree in a relevant field such as engineering, construction management, or a related discipline is preferred. However, equivalent work experience and certifications may be considered in lieu of a degree.
    • Experience working with US Army Corps of Engineers, Processes, and Procedures.
    • Experience creating comprehensive reports with engineering-based recommendations.
    • Experience with USACE Quality Control processes and reporting.
    • Experience with projects involving the repair and replacement of pile dikes, demolition of existing structures, expansion of shore connections, enhanced enrockment, and installation of steel pile dike systems is highly desirable.
    • Demonstrated experience with at least one of the following specialized skills: Demolition of timber pile dikes, Installation of steel pile dike structures, enhancement or construction of enrockments, expansion of shore connections.
    KNOWLEDGE, SKILLS, AND ABILITIES:

    Required

    • Ability to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.
    • Analytical thinking/critical thinking skills are imperative.
    • Demonstrated ability to work in a dynamic fast-paced environment.
    • Manage time effectively to meet project deadlines and ensure that inspections and reporting is completed in a timely manner per contract and schedule.
    • Proficiency in Microsoft Office.
    • Excellent verbal and written communication skills are necessary to effectively communicate with project stakeholders, contractors, and government personnel. The ability to write clear and concise reports is essential.
    Preferred
    • A strong understanding of construction processes, techniques, and materials related to pile dike repair and replacement is essential. Knowledge of relevant codes, standards, and regulations pertaining to pile dike construction is also important. Familiarity with quality management systems and quality control processes specific to pile dike projects is preferred.
    • The ability to analyze data, interpret technical drawings and specifications related to pile dike construction, and make informed decisions based on findings is critical.
    • The ability to identify problems, propose solutions, and work collaboratively with project teams to resolve issues specific to pile dike repair and replacement is essential.
