    General summary: 

    This position is responsible for participating in the development, maintenance, and enhancement of business applications. The incumbent is assigned to project teams with responsibility for specific business application systems that utilize a variety of client servers, mainframe, or Web technologies. Collaborate with staff, colleagues, and other stakeholders to identify user requirements, assess available technologies, and recommend solution options. This position is familiar with project management techniques and may have project leadership responsibility for small/medium projects, regularly coach other team members, or plan work for others to meet project deadlines. 

    Key responsibilities: 

    • Provide business analysis and programming expertise to an assigned business application system (usually as a member of a project team) in the analysis, design, development, implementation, and maintenance of the business application. 
    • Create, convert, and maintain Oracle, SQL, and Access databases. 
    • Plan, coordinate, and implement security measures and control processes to safeguard the computer system, data and support corporate system of internal controls.
    • Provide daily support, troubleshooting, and problem resolution, including after hours on-call support for assigned business application systems. 
    • Formulate and define application scope and objectives; devise and modify procedures to solve business problems. 
    • Prepare detailed specifications from which programs will be written. Design, code, test, debug, and document programs. 
    • Prepare user training material such as user guides, scripted demos, and operating instructions. 
    • Develop business relationships and integrate activities with other departments to ensure successful implementation and production usage of business applications. 
    • Lead small projects or coach project personnel to ensure business application systems are developed to comply with architectural standards, established methodologies and practices. 
    • Monitor and report to management on the status of project efforts. Anticipate and identify issues that inhibit the attainment of project goals and implement corrective actions. 
    • Foster and maintain good relationships with customers and Information Telecommunications colleagues to meet expected customer service levels. 
    • Participate in the evaluation and deployment planning of new technologies.

    Job criteria: 

    Education & experience

    Bachelor’s degree in a Computer Science or 2-year degree in Computer Science with 6 years of experience in software development and database administration - or - 15 years of post-high school education in software development and database administration. 

    Knowledge, skills, & abilities

    • Knowledge of electrical generation process control systems is preferred.
    • Knowledge of organization objectives, corporate culture, and their impact on information technology.
    • Knowledge of business continuity and disaster recovery plans.
    • Knowledge of MS Azure (Cloud Systems) is preferred.
    • Knowledge of MS SQL Server and Oracle server is preferred. 
    • Knowledge of C, C , C#, UDP&TCP connections, HTML, JavaScript, ASP.NET, SQL is preferred. 
    • Knowledge of MBCE: Message Builder Component is preferred. 
    • Knowledge of MS O365 applications. 
    • Knowledge of Integration systems and processes. 
    • Skilled at effective communications at both technical and executive levels. Skills must include good interpersonal skills as well as written and verbal communication skills and ability to understand information and ideas as presented.
    • Ability to work with and maintain confidential information while exercising discretion and sound judgment.
    • Ability to project/anticipate future information technology services and provide input to the planning and budgeting process.
    • Ability to understand cross- functional interdependencies and respond accordingly.
    • Ability to manage projects of small to moderate size within area(s) of expertise (such as managing application, database upgrades, enhancement to change control process).
    • Ability to demonstrate and foster a team environment; skill in accomplishing work through others where a direct reporting relationship does not exist.
    • Ability to develop and makes recommendations to management for new and existing support processes, standards, and technologies; leads implementation and continually promotes adherence.
    • Ability to administers and maintains change management process; ensures adherence within IT; coordinates change related communication within REC.
    • Ability to adapt to rapidly changing business circumstances; must be able to thrive in a constantly changing business environment.
    • Ability and responsibility to work safely alone and with others while following REC safety rules, certifications and procedures. 
    • Ability and responsibility to ensure security procedures are followed including immediate notification of potential incidents.
    • Ability to work under minimal direction with extensive latitude for the use of initiative and independent judgment.

    Normal office conditions with daily visits into plants and occasion visits to other REC and partner sites as required. Conditions may include exposure to noise, vibration, dirt, and dust. Conditions may include long periods of sitting, using a keyboard or mouse, and reading a PC monitor. May be required to do occasional lifting of computer equipment (approx. 25 pounds) and work under and around office furniture and plant equipment. Non-exempt personnel are required to work overtime as needed. Exempt personnel are expected to work the necessary hours to get the required work accomplished. May be expected to travel to attend training and conferences. Required to wear personal protective equipment as needed. May be expected to travel to support remote sites and to attend training and conferences. Must be able to perform the essential functions of the job.
