    Job Description

    This project is to complete phased work developing an external customer application submission portal to process the loan applications. This external portal and the associated internal business process from the legacy system have already been migrated from the legacy system. The scope of work is to develop, maintain, & implement the submission portal with robust, scalable underwriting workflow and robust/scalable/real-time RESTFUL API user interface with downstream business applications so users/customers have transparency about the status of the application as it flows thru the approval process. The workflow needs to guide the application through proper channels for rendering the final decision based on the approved workflow design. The downstream business applications that the portal will need to integrate with are the client’s Oracle Federal Financials system, an Informatica MDM COTS product, an external customer facing system, a Data Warehouse and Business Intelligence solution, a Documentum Content Management Repository, Salesforce, DocuSign technology, and one external system: Pay.gov. The scope also includes: 

    • Executing a full-scale data migration from the legacy system into the new database, then retire the legacy system; and  

    • Enhance current system cybersecurity posture & meet Zero Trust Architecture Framework requirements to achieve ATO approval prior to go-live in Production.  

    • Develop and maintain secured Microservices framework which will encapsulate all business processes.  

    • Develop a flexible, scalable, and robust system architecture 

    • Conduct full scale system functional and integration testing, UAT 

    • Develop 508 compliant training materials 

    • Hold iterative training sessions to train internal business users, external customers, and OM&E Production support team 

    Responsibilities

    • Adhere to industry standard Agile Project Management and development framework

    • Install, configure, and maintain middleware products, applications, and related components  

    • Create custom scripts and tools to automate various tasks related to server administration  

    • Provide administrative and technical support for IT and security infrastructure of the client  

    • Interact with and support Managed Trusted Internet Protocol Service (MTIPS) through the TIC provider (presently Verizon) 

    • Install, configure, and administer Liberty WebSphere Application Server, WebSphere Application Server and associated plug-ins and features

    • Monitor application server performance, troubleshoot, and resolve performance issues

    • Create and maintain different configurations for application server, including Base Server, Network Deployment, Cells, Clusters (Horizontal and Vertical), and Nodes

    • Configure global security in Application Server using LDAP authentication  

    • Establish Single Sign-On (SSO) for WebSphere applications with Authoritative Active Directory service

    • Create Custom Secure Socket Layer (SSL) Key Files for Liberty WebSphere/WebSphere and implement use of self-signed certificates  

    • Create and maintain user roles and groups for securing the resources on LDAP

    • Deploy enterprise applications using console and Jacl scripts 

    • Apply vendor released security fix packs and cumulative fixes to Liberty/WebSphere Application servers 

    • Install, configure, fine tune, deploy, and troubleshoot JAR, WAR, and EAR files in a clustered or non-clustered environments

    • Work with Infrastructure team, Security team, Developers and Solution Architect to develop middleware configurations based on technical and security requirements

    • Identify and apply innovative technologies to update existing middleware tool 

    • Create and maintain documentation for middleware installations, changes, and upgrades

    • Develop Containerization/Kubernetes/Docker solution to support EXIM’s Cloud migration strategy and solution must be ready to support lift/shift deployment task 

    • Upgrade middleware components as & when features or components are available from middleware vendor

    • Create new or update existing Privacy Impact Assessment,  System Security plan, and Contingency plan

    • Support the completion and approval for Authorize to Operate (ATO) 

    • Work collaboratively with Security Professional Services team to access and update System Security Controls and streamline User Account Management process as part of user registration

    • Make necessary adjustments in the system to accommodate security related technical requirements

    Qualifications

    • Preferred experience with loan processing systems 

    • Working knowledge of Federated Single-Sign on (SSO) configuration using SAML 2.0.  

    • Experience with IBM Security Access Manager (ISAM), WebSphere and Liberty WebSphere on Linux operating system.  

    • Have advanced knowledge and experience with the following: 

      • IBM WebSphere Application Server (WAS) (9.x) - RedHat Linux 

      • IBM WebSphere Liberty (Base v23) - RedHat Linux 

      • IBM Security Access Manager (ISAM) (7.x/8.5/9) - RedHat Linux 

      • IBM Security Access Manager (ISAM) (10.x) - Appliance - RedHat Linux 

      • Oracle WebLogic (Fusion Middleware) 11g - Oracle Linux 

      • IBM Rational Application Developer 7.x/9.x support only (no development work) – Windows 

    • Agile project experience
