BUYER:
The Buyer performs entry-level purchasing and procurement work under close supervision with minimal latitude for initiative and independent judgement. The Buyer performs general purchasing activities to include, but is not limited to creating purchase orders from requisitions, participate in strategic sourcing initiatives and process solicitations for spot purchases and annual requirements and perform contract administration activities.

Bachelor’s degree.

One (1) year general purchasing experience.

Proficient in Microsoft Suite

Strong time management and planning skills to coordinate and prioritize multiple simultaneous projects in a fast paced environment.

Strong negotiation skills.

Ability to manage high volume work load with substantial attention to detail.

Ability to work quickly and accurately, and adapt to changing priorities.

Ability to perform entry-level purchasing and procurement work.

Ability to work collaboratively and productively with internal and external constituents.

Ability to analyze information, situations, problems, policies and procedures to formulate logical and effective decisions or solve problems.

Ability to demonstrate and encourage high ethical standards and integrity.

Valid Driver License and ability to be insurable under the College’s insurers.

Bachelor’s degree in Business, Public Administration, Finance or related field.
Strong technical writing skills.

Knowledge of local, state and federal law affecting community college purchasing practices. thorough knowledge of purchasing concepts and principals including advanced purchasing methods such as request for proposals, inter local cooperation contracts, and job order contracting.

Knowledge of methods to manage, execute and administer purchases of complex, high-dollar industrial and specialized equipment and services.

GENERAL PURCHASING:

Reviews requisitions for completeness and compliance prior to processing of requisition to purchase order.

Sign purchase orders up to authorized dollar thresholds.

Assist Purchasing Assistant(s) with purchase order follow-up and monitor high profile purchases.

STRATEGIC SOURCING/SPEND ANALYSIS:

Assist with review of assigned departments and category spend patterns.

Become familiar with products and vendors for assigned departments and categories.

SOLICITATIONS FOR SPOT PURCHASES AND ANNUAL CONTRACTS:

Process requests for quotes and formal solicitations.

Assist with specification development.

Assist with the preparation and distribution and/or prepare and distribute of bid invitations to vendors

Assists with the development and/or develops bid evaluation instruments.

Assist with the coordination and facilitation of procurement related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scoring.

COOPERATIVE PURCHASING:

Assist with COOP identification, contract analysis and implementation.

CONTRACT MANAGEMENT:

Assist with goods and services contract management for assigned categories and departments.

GENERAL DUTIES:

Acquire knowledge of Del Mar, State and general government procurement requirements.

Maintain procurement files.

Answers questions, provides guidance and acts as a liaison between internal and external customers.

Assist with delivery and invoicing discrepancies.

Assist with BPO, COOP and P card audits.

Work with Purchasing Assistant(s) to meet department goals. Assists with training end users.

Performs other duties as assigned.
