    Whatcom County seeks an experienced, proven leader to serve as the Records/I.D. Administrator, responsible for implementation of planning, organizing, staffing, and directing the efforts of Records/I.D. staff and volunteers to accomplish the work, mission and goals of the Sheriff’s Office.

    Essential Job Duties include:

    • Performs tasks related to daily oversight of operations of the Records/I.D. section including fingerprinting, concealed pistol licenses and public records requests relating to law enforcement records.
    • Serves as administrator for law enforcement records management system (i.e. Spillman RMS) and Judicial Information System Site Coordinator for access to court databases and information systems.
    • Serves as Property Room Manager, providing oversight of submitted Evidence and Property to assure compliance with agency policy.  Maintains evidence library database and testifies in court on matter of Evidence and Property, as needed.
    • Manages law enforcement records and evidence and provides information to criminal justice system.
    • Maintains records and evidence in accordance with Washington State archive retention schedules.
    • Responsible for National Incident-Based Reporting System (NIBRS) crime reporting.
    •  Oversees agency response to Public Disclosure Requests, including video records from body worn cameras.
    • Supervises team of 8 in the Sheriff’s Office Records Unit.
    • Ensures compliance with Sheriff’s Office and County policies and procedures, collective bargaining agreements and legal requirements.

    Unrepresented Salary Range 8

    Hiring rate depends on qualifications.  This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any approved Cost of Living Adjustments (COLA).

    This recruitment will create a Civil Service Eligibility Register which will be used to fill the current vacancy.  Due to the extensive Sheriff's Office background checking process, the person selected to fill this position may not be eligible to begin employment for some time.  

    Requires a Bachelor’s degree in Records Management or Information Management or a related field, AND 4 years of progressively responsible related experience including at least 2 years of lead or supervisory experience.

    Experience in criminal justice records management, law enforcement evidence control, and fingerprint processing is preferred.

    Must be knowledgeable in public disclosure laws, privacy laws and laws pertaining to evidence and property chain of custody and handling.

    Experience working in Information Technology preferred.

    SPECIAL REQUIREMENTS

    • Background check including a pre-employment polygraph examination, background investigation and psychological screening must meet County criteria for law enforcement employees. 
    • Must have a driving record that meets County standards and possess a valid driver's license at time of hire and throughout employment.
    • Due to Civil Service laws and regulations, must be a United States citizen or lawful permanent resident.
    • Must obtain Spillman Application Administrator certification within six months of employment.
    • Must obtain a First Aid/CPR card within six (6) months of employment and maintain throughout employment.
