Integrated Aviation Solutions Division (IAS) is seeking a is seeking a Program Manager for an Intelligence, Surveillance, and Reconnaissance (ISR) program. The position is responsible for providing Leidos leadership and oversight in the development of an ISR capability, actively support contract follow-on initiatives, and proactively lead contract growth.
The position is responsible for providing operations leadership and oversight of a rapid-reaction, special mission project to address an ever-changing, asymmetric threat environment in the USINDOPACOM AOR. To meet these requirements, SOCPAC uses contractor professional services and capabilities, using the latest C5ISR technologies and best practices, across multiple disciplines, to provide a broad spectrum of C5ISR capabilities to facilitate SOCPAC missions. These services include capabilities and technology in the domains of airborne and maritime; mission planning, operations, and post-mission services; sustainment and enhancement of Intelligence, Surveillance, and Reconnaissance (ISR) capabilities; tasking selection; processing and dissemination of data; assessing C5ISR data; Full Motion Video (FMV); and Signals Intelligence (SIGINT).
Primary Responsibilities:
- Responsible for working with division, financial, and contracts/subcontracts management staff in leading a large CPFF contract.
- Oversee execution of contract tasks and subcontractors.
- Assist in the coordination of proposals, business plans, and proposal work statements, including acting as a liaison with the customer for all program business and financial related activities.
- Development and presentation of Internal Program Reviews (IPRs)
- Ensure operations team maximizes mission results, ensures safety of personnel and equipment, and provides oversight of personnel and property.
- PM is direct liaison with Government and Military representatives.
- PM shall provide day-to-day oversight for C5ISR operations.
- Liaison information exchanges between operations, maintenance, and logistics personnel.
- Provide oversight of efforts under the Task Order and coordinate with Government personnel and Government agencies/departments to ensure that SOCPAC C5ISR mission objectives are met.
- Coordinate with appropriate Government personnel to ensure the release and acceptance of all information, so it complies with the appropriate security controls and protections based on classification, technological progress, and other considerations.
Day to Day activities also include:
- Manage execution schedule and providing technical guidance for ISR support.
- Oversee data collection in the domains of airborne and maritime, and field surveys, as required and specified by the Government.
- Ensure collection of C5ISR data meets customer requirements.
- Manage operational systems, aircraft, and maritime vessel; ensuring standards of operations and regulatory compliance are met.
- Serve as customer interface for all operation activities.
- Oversee maintenance and logistics for C5ISR systems and equipment.
- When required, plan and oversee execution Expeditionary Base Operating Support (BOS) services (e.g., facilities, maintenance, power, water, electricity, improvement, equipment, clearances, site support, transportation).
- When required, plan and oversee the execution of excursions and services for training exercises and planning/operation analysis.
- Ensure contract-mandated performance and compliance per the Performance Work Statement.
- Manage operations team performance.
- Deliver Government deliverables (CDRLs) within required deadlines.
- Ensure safety of flight, maritime and ground operations, and maintenance support. Provide reports and updates to Government customer; maintain oversight of staff and equipment; monitor and track flight status; assess and mitigate risk; ensure necessary procedures are in place; audit program for compliance with Government customer metrics.
- Basic Qualifications Manage the program budget and spend plans.
- Active Top Secret security clearance with SCI (or is SCI eligible) and ability to maintain.
- Willingness to relocate and reside in Oahu, Hawaii.
- Bachelor’s degree in business or technical discipline and a minimum of twelve (12) years of relevant experience
- Should have at least five (5) years of experience working on projects and programs in positions of increasing responsibility, with three (3) years management and supervision of substantive military ISR operations.
- Civilian and/or military experience with airborne or maritime ISR programs.
- Proven civilian and/or military leadership experience managing large programs with diverse locations and 100 personnel.
- Must possess the ability to manage complex, strategic projects and programs than span organizational / corporate boundaries as well as select, recruit, mentor, train and promote key team members.
- Possess strong problem-solving, organizational, and verbal/written communication skills to be able to adapt communication style to suit different audiences.
- Must be proficient with Microsoft Office suite (i.e., Word, PowerPoint, Excel, Project, and Outlook).
- Be able to obtain a passport to travel internationally.
- Be willing to travel.
Preferred Qualifications
- Minimum of seven (7) years’ experience in operations management within major commands and the military intelligence community (IC).
- Minimum of five (5) years’ experience working with ISR technologies, military operations, and the intelligence life cycle.
- Minimum of five (5) years’ experience managing operations, directing personnel, ensuring compliance with regulations within DoD agencies under a Task Order that is similar in scope and complexity to the LEIA Task Order.
- Experienced with Microsoft Project Integrated Master Schedule (IMS).
- Working knowledge of government/regulatory compliance (DCMA 8210.1C, AR 95-1, AR 95-20.
