  • Duties

    As a Facility Operations Specialist at the GS-1640-12 some of your typical work assignments may include:

    • Responsible for the management, engineering, design, and operation of all physical plant facilities and real property used to support the AFN-BC mission.
    • Reviews critical systems operations and varied construction, maintenance, and repair projects, requiring application of engineering fundamentals particularly of civil, structural, mechanical, environmental, electrical and fire protection concepts (such as principles of structure, electrical circuits and machines, thermodynamics, fluid flow, and mechanics etc.) techniques and methods.
    • Provides estimates and cost analysis, and plans effective personnel utilization and priorities for the development, design, and installation of facilities and/or equipment.
    • Serves as Contracting Officer's Representative (COR) or alternate for various facilities contracts to ensure all contractors meet the terms and conditions of their respective contract.
    • Monitors work and work methods of contractors and government personnel to determine completion as planned and acceptable work practices are employed.
    • Monitors the continuous systems and safety surveillance programs of the Broadcast Center, which includes on-going inspections, as well as telephonic trouble calls and electronic mail messages from activity personnel, and reports from other maintenance personnel.

    Qualifications




    You may qualify at the GS-12, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
    • Managing building operations, maintenance, repair, and alteration programs, and advising supervisor on optimal use of facilities.
    • Providing estimates and cost analysis, and plans effective personnel utilization and priorities for the development, design, and installation of facilities and/or equipment.
    • Planning, designing, and developing minor construction projects to be performed by contractor.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1640 series.

    Undergraduate and Graduate Education: Major study - engineering, industrial arts, property management, project management, or business administration.

    • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
    • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
    • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
