Position Summary & Responsibilities:
Position Summary: Directs and creates all aspects of media production and photography duties for the Kansas Highway Patrol, in order to capture the essence of the agency's purpose and function. This is done using digital recordings, video, audio recordings, computer software programs, etc. Production activities include scheduling, creating, preparing/editing scripts, selecting shoot locations, selecting appropriate graphics to support and reinforce content, review production, editing, and delivery of production products. Works with other Kansas state agencies for coordination of events such as the Law Enforcement Memorial Ceremony, photographs of new agency personnel when requested, and photo and video assignments to assist outside agencies. Coordinates the multi-faceted KHP recruit graduation ceremony with Troop J staff to ensure a highly professional and organized graduation ceremonies. Works directly with KHP senior command, department heads, outside agency personnel and directors, and other high-ranking officials throughout Kansas.
Consults with agency staff regarding assignments in order to get ideas of program content, outcome, audience etc. Makes recommendations on the most appropriate and effective method to accomplish production objectives based on equipment availability and cost factors.
Video and Photography Production, Location Video Production, and Postproduction/Editing.
Video and Photography Production: Employee must efficiently and effectively operate both video and still camera equipment and be able to visualize how to record the activities of the KHP along with traffic conditions, crashes, and training exercises that affect the work involved. Produce, edit, and duplicate media productions such as videotapes, films, slides, computer software, and other media. Assimilates various images into a customized presentation that employs strategies to create successful programs under tight deadlines. Produce formal and informal plans for the promotion of videotapes produced. Provides technical expertise and responds to approved request(s) for various photographic services. Duties shall include, but not limited to, portrait, crime scene, close-up, reproduction, and file maintenance. Supports GHQ photography records and recommends procedural methods for maintaining current photos.
Postproduction/Editing: Operates linear and non-linear editing systems to include computerized systems, cuts only, and A-B roll editors. Must follow scripts, shoot lists, and create professional programming, utilizing graphics, video, sound, and music. Works closely with KHP personnel and other agencies to modify existing programs or change new projects as circumstances dictate. Duplicates and distributes video and audio media for promotional and evidential purposes in accordance with policy and procedure. Archives project materials and provides copies as needed. Provides billings to other agencies on an as needed basis, using local production rates for non-linear editing.
Location Video Production: Coordinates and directs on-location shoots by determining proper lighting, audio, shot selection, providing successful scene direction, scene continuity, talent selection, and conduct effective rehearsals prior to rolling tape. On-location shoots must be set up and torn down efficiently with minimal disruption. Must operate portable computers and teleprompting systems. Incumbent must be cognizant of surroundings, proper procedures, and conditions when performing field operations.
Script Preparation: Assists agency staff in techniques for developing and improving scripts, brainstorming, content creation, and selection of objectives. Must understand audience demographics and rewrite technical information for general audience use, in the proper format within specified time allotments. Typing and computer skills are used to accommodate both normal and audio/visual formats.
Coordinates installation and setup of computer software with software engineers and with KHP IT department. Maintains media equipment and oversees the lending of agency equipment. Develops procedures to identify training needs, develops curriculum for training courses and trains agency staff on appropriate media interactions and the proper use of media equipment. Researches, recommends, and initiates a purchase request to obtain new/replacement equipment, software, and supplies. Develops and maintains record-keeping and inventory systems for media production items and equipment.
Maintenance: Ensures all video and photography equipment is in excellent working condition, and as needed, forwards inoperative equipment to the appropriate repair facility. Maintains records on equipment maintenance and repairs. Informs supervisor when equipment needs to be replacement and/or updated. Maintenance of the video facilities in Salina and Topeka shall include, but not limited to, machine cleaning, wiring, upgrades, facility layout and management and new equipment installation. Immediate supervisor shall be kept informed of expenditures necessary for maintenance of equipment and facilities.

Qualifications:
Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Kansas Driver’s License.
Necessary Special Requirements: Successfully complete a basic supervisory course within 12 months of appointment.
Ability to establish and maintain effective working relationships. Ability to communicate effectively, verbally and in writing with fellow employees and the general public. Proficient with windows, excel, audio and visual editing software programs. Listen comprehend and respond to fellow employees and general public via telephone or in person. Ability to multi-task. able to read and comprehend complex technical manuals.
Incumbent must be cognizant of surroundings, proper procedures, and conditions when performing field operations.
Position requires knowledge of how to assimilate various images into a customized presentation that employs strategies to create successful programs under tight deadlines.
Two years of experience in media communications/production work.
Post-Offer, Pre-employment Requirements: Must submit to and pass a background check. Ability to lift, push, pull, or carry objects averaging 40 pounds, and operate video and photography equipment. The employee must also have the ability to repeatedly bend, stretch, twist, stoop and squat, or reach out with body arms and or legs. Be able to climb stairs, stand, walk, and to see details at a distance and at close range and under low light conditions.
