    The Department of Labor and Workforce Development, Division of Administrative Services, is recruiting for a Research Analyst 3 located in Juneau!


    The position is in the General Government Unit (GGU) at a Range 18.

    What You Will Be Doing:
    The Research and Analysis Section of the Alaska Department of Labor and Workforce Development is recruiting for a Research Analyst 3 position located in Juneau. This position will contribute several articles each year to our sections’ monthly publication - Alaska Economic Trends - through analyzing new and existing data sources. The position will also work on ad hoc research projects related to various aspects of Alaska’s economy with an emphasis on the labor market. Data visualization and making complicated data more accessible and understandable in creative ways on our website and publications are other key aspect of this position.

    Research and Analysis’ goal is to produce and disseminate objective, policy-neutral economic and demographic information. We provide a range of economic data to the public and contracted customers through our publications, estimates, surveys, and analyses. Policymakers as well as employers and job-seekers use these products to make choices based on an up-to-date understanding of Alaska’s economy. We have about 20 staff members consisting of economists, analysts, and demographers.

    Our culture is casual but highly professional, focusing on data quality and production over formality. Our management team consists of working supervisors who have many years of hands-on experience.

    The Working Environment You Can Expect:
    Our main office is on the 3rd floor of the Department of Labor building in Juneau. Our staff are mostly situated in a walled cubicle environment.

    This position will be located in the office full time with teleworking only being offered in certain short-term and temporary situations.

    • Written Communication: Writes in a clear, concise, organized, and convincing manner. We prefer someone who has experience writing for the public and putting complex information into broadly understandable language.

    Minimum Qualifications

    Any combination of education and/or experience that provides the applicant with competencies in:

    • Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
    • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
    • Accountability: Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for own actions and decisions. Complies with established control systems and rules.

    Equivalent to those typically gained by:

    Education and/or progressively responsible professional experience which included investigative research or statistical analysis.

     

    Special Note:

    “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

     

    “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.  

     

    “Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs. 

     

    “Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

     

    “Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

    COVER LETTER
    A cover letter is required for this position. The cover letter should address your interest in the position, how you meet the minimum qualifications, and address the following five items:
    1. Describe your level of familiarity with our monthly publication, Alaska Economic Trends. List some of the articles you have found interesting and why. 
    2. Describe your professional writing experience. Tell us about the types of work you have authored, the frequency, the deadlines, and the degree to which you have worked with an editor. 
    3. Tell us about a research project you have either led or been a part of that you found particularly interesting or were excited about. 
    4. What experience have you had with data visualization? Describe the type of software used, the data involved, and publication method (website for example).  
    5. Describe your experience working with large datasets. Tell us about the data sources and software you used for analysis.

    • Your two most recent performance evaluations. If evaluations are not available, bring two letters of recommendation from prior employment or education contacts.
    • A list of three professional references with current contact information. At least one of these references should be a current or former supervisor with specific knowledge of your abilities.
    • An unedited professional writing sample authored by you that demonstrates your ability to convey technical information in clear and understandable language. Submitting a sample that has not been through a professional editor for publishing provides a better sense of your writing abilities.  
    • College transcripts if using education to meet the minimum qualifications.
