  • Duties

    The incumbent serves as a Police Officer carrying out responsibilities where most work is performed on Veterans Affairs Departmental properties, which includes any properties owned, leased, or licensed to VA. Major duties include, but are not limited to:

    • Provides services routinely at all segments of the Memphis VA Medical facilities.
    • Protects Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
    • Protects Veterans, employees and visitors sensitive and protected medical information from unauthorized release or unauthorized use where prohibited by law and or policy as guided by the privacy officer, FOIA, HIPPA, etc.
    • Carries firearms and other VA approved weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied.
    • Advises individuals of their rights, and protects the constitutional and civil rights of persons.
    • Conducts investigations with a nexus to VA, prisoner transports, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters.
    • Identifies and preserves evidence, writes comprehensive incident reports, prepares case files and testifies in court as it pertains to enforcing laws and regulations.
    • Provides patrol in vehicles and/or by foot .
    • Detects and intervenes in criminal activity; responds to calls for police assistance, irregularities, and unusual or suspicious circumstances.
    • Investigates incidents and takes steps to mitigate further risk and resolve situations.
    • Performs drug and contraband intervention techniques and provides training to those areas where contraband identification and knowledge is imperative for the staff.
    • Participates in the suicide prevention program and intervenes when needed to deescalate active suicidal behavior and/or prevents suicides.
    • Operates specialized vehicles and equipment in support of law enforcement and security operations.
    • Enforces traffic rules and regulations, including those related to speeding and reckless operation of vehicles while impaired or intoxicated.
    • Performs other related duties as assigned.
    Preferred Experience: One year of previous arrest authority.
    Work Schedule: Full-time/8-Hour, 10 or 12-hour rotating shifts, including evenings, nights, weekends, and holidays.

    Physical Requirements: Routine patrol requires regular and recurring physical exertion, long hours of standing, walking, driving and similar activities. Responds to alarms, pursues suspects, participates in training activities, climbs stairs and walks during assigned foot patrols in and around the large buildings. Agility, dexterity and strength are needed to pursue, apprehend and detain uncooperative suspects. On a regular and recurring basis the work requires strenuous exertion physically restraining disorderly individuals to prevent harm to others or the individual. Police work is performed both indoors and outdoors in all types of weather.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of Specialized experience is experience that has been performed independently, under general supervision, and included regularly pursuing and/or apprehending persons fleeing a crime scene or attempting to resist arrest; actually subduing individuals causing disturbances; arresting violators based on eyewitness accounts; performing control desk duties; taking charge of a crime or accident scene and conducting long- and short-range investigations; providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; performing criminal investigations and similar work. This experience must have been equivalent to at least the GS-5 level in Federal service.

    EDUCATION: Successfully completed a full 4-year course of study leading to a bachelor's degree in Police Science or a comparable degree program related to the work of the position. This education must have been obtained at an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials.     COMBINATION: Successfully completed a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, to substitute a maximum of 3 months of specialized experience AND possess at least 9 months of specialized experience as identified above. NOTE: Appropriate documentation of completion must be submitted with your application materials.



    Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license.

    Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9).Competencies:

    ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION:
    • Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
    • VA Police Officers must be able to achieve and maintain mandatory firearm qualification/certification.
    • New VA Police Officers are required to attend an 10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty.
    • A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
    • A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
