  • Duties

    The selectee will serve as a Marine Inspector, responsible for providing technical expertise and leadership in the enforcement of marine safety, vessel inspection, pollution prevention, vessel manning, regulations, treaties, and international conventions.

    Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

    • Conducting reviews of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards.
    • Determining that vessels being inspected have the proper documents and certificates on board and in effect.
    • Ensuring the required inspection documentation is prepared and appropriate orders drafted specifying required changes, repairs or operational limitations for the vessel and its equipment.
    • Identifying hazardous conditions, notes violations of accepted vessel specifications and operational technology, and prescribes acceptable methods of correction.
    • Conducting complete vessel examinations under the treaty requirements of the SOLAS or other international conventions, or U.S. unilateral regulations.
    • Developing, reviewing, updating, and maintaining unit plans, instructions, policies and guidance as well as ensuring compliance with Department of Homeland Security.
    • Conducting marine inspections on-the-job training as a verifying officer.
    • Consulting and serving as liaison to subunits, industry safety Coordinators, and other governmental agencies.
    • Inspecting vessel hulls, including the hull envelope, internal structural members, protrusions, fittings, appendages, special tanks and special use structure.
    • Inspecting vessel machinery, including propulsion equipment, control machinery, auxiliary machinery, special deck, vessel pumping equipment, damage and fire control machinery, electrical and power general systems.
    • Responding to and conducting marine casualty investigations, along with associated reports.
    • Determining and issuing the appropriate enforcement action to parties in violation of marine safety regulations.

    Qualifications

    FOR THE GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    Specialized experience includes:

    • Reviewing technical vessel design and construction plans to determine compliance with regulations
    • Resolving maritime vessel inspection controversies
    • Identifying hazardous conditions and prescribe corrective actions.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
