Job Summary
The Manager, Business Management handles the daily operation of the Chief Financial Office, which includes the Finance Department, Office of Management and Budget (OMB), Payroll Department, and Grants Development Department. The manager establishes efficient procedures, synchronizes administrative operations requirements for the departments, and coordinates actions with departments outside the CFO’s purview. The position has a retirement association with the Public Employees’ Retirement System (PERS).
Job Requirements
The following are required:
- A high school diploma or equivalent.
- Three years of experience supervising clerical support functions.
The following are preferred:
- Public school system or governmental agency experience.
- Experience in a medium or large public education or governmental organization.
- A working knowledge of personnel policies and procedures.
- A working knowledge of School Board priorities, schedules, and routine requirements.
- Knowledge of Finance, Payroll, and Budget practices.
- Thorough knowledge of the use of filing and computer systems in a public sector environment, including methods of data recording, storage and retrieval.
- Thorough knowledge of document format, use, and procedures followed when utilized.
- A working knowledge of correct business practices, correspondence, and document formats, including the proper use of English grammar, composition, spelling, and punctuation.
- Ability to organize, plan, and direct workflow as well as knowledge of procedures for recordkeeping, filing, and other office systems.
- Ability to establish and maintain cooperative relationships with others.
- Ability to write memoranda and correspondence related to work.
- Proficiency with Microsoft Office, specifically Word, Outlook, and Excel with a minimum of intermediate spreadsheet skills.
- Ability to supervise, evaluate, and train staff.
- Ability to set priorities and coordinate the activities of various work assignments.
- Ability to determine when there is a need to revise work procedures, provide training, and/or prepare instruction manuals.
- Ability to evaluate situations accurately and take prompt, effective action.
- Experience using an integrated financial accounting software system.
Essential Job Functions
- Implements sound office management practices and performs daily coordination to manage and provide oversight for the daily administrative operations as directed by the Chief Financial Officer.
- Establishes and maintains efficient clerical systems and procedures for processing documents, and maintaining administrative, financial, and procurement procedures.
- Compiles and coordinates printing and dissemination of district-level financial documents to include the ASD Budget and Annual Comprehensive Finance Report (ACFR).
- Coordinates with division supervisory staff as directed by the Chief Financial Officer, ensuring sufficient work coverage and efficient use of staff and equipment within the finance, payroll, and budget offices.
- Coordinates external district reports with the Alaska Department of Education and Early Development (DEED) and other external agencies.
- Coordinates and compiles district-wide Key Performance Indicator (KPI) input to the Council of the Great City Schools.
- Coordinates with other departments and the school board secretary to set school board committee agendas, and draft policy revisions and board memos.
- Submit approved policy revisions and administrative regulations to the Alaska Association of School Boards (AASB) for posting.
- Assesses policies, procedures, and regulations, and provides recommendations regarding changes to internal support processes.
- Coordinates district-wide administrative closeout procedures for all schools and departments at the end of each school year.
- Assesses and updates Anchorage School Board policies and the District’s administrative regulations.
- Monitors, maintains, and analyzes the department’s budget and makes recommendations accordingly.
- At the direction of the Chief Financial Officer and in coordination with department supervisors, provides supportive work direction to support staff through effective management practices to include ordering all office supplies and materials, planning, organizing, and establishing work priorities, scheduling assignments, coordinating travel arrangements, preparing travel documents, and reviewing employee reports and statements.
- Routinely coordinates procurement, travel, and administrative actions for other district departments.
- In coordination with department supervisors, guides and/or coordinates professional development for support staff, providing training specific to the support staffs’ assigned duties, reviews work assignments, and provides constructive feedback.
- Coordinates with other district departments to ensure efficient operations and problem solving.
- Develops and implements training materials to further support ongoing learning for departments and school based staff.
- Documents and maintains the department’s Emergency Action Plan.
Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
