    The Texas Academy of Nutrition and Dietetics is seeking an independent contractor for state legislative, regulatory and strategic communications consulting services on behalf of Texas Academy and its officers. This contractor must be a registered Lobbyist in the state of Texas and live in the vicinity of the Texas State Capitol and be able to attend meetings and forums during session. This contract would be valid June 1,2024 through May 31, 2025.

    General Overview

    The Texas Academy of Nutrition and Dietetics (Texas Academy) is one of 53 affiliates of the Academy of Nutrition and Dietetics (the Academy), the world's largest organization of food and nutrition professionals with over 75,000 members. The Academy is committed to empowering members to be the nation’s food and nutrition leaders and optimize the nation’s health through food and nutrition.

    The Texas Academy is a 501(c)6 representing ~4000 Registered Dietitian Nutritionists and Nutrition and Dietetics Technician, Registered members. The Texas Academy is seeking proposals for an organization or individual to provide lobbyist services for the one-year period beginning on or about June 1, 2024. Contracts may be renewed.

    Responses to the following Request for Proposals must be received by midnight on Friday March 15, 2024. Proposals will be reviewed, and interviews may be conducted to make the final selection. Selection will be made, and applicants will be notified of a decision on or before April 1, 2024.     • Monitor and provide counsel regarding interim rulemaking or planning initiatives undertaken by the Texas Department of Licensing and Regulation and other relevant regulatory bodies as needed
    • Monitor interim charges issued by the Texas Senate and House leadership, including advising Texas Academy leadership regarding needed participation in interim committee public hearings or other educational outreach
    • Monitor the Sunset Advisory Commission review process for the Texas Department of Licensing and Regulation. Advise the Texas Academy regarding needed engagement on specific issues of potential interest and assist with appropriate messaging and advocacy support if engagement is merited
    • Assist the Texas Academy in its ongoing educational outreach and positioning initiatives with legislative and third-party stakeholders, including representing the Texas Academy in its ongoing work on malnutrition
    • Assist the Texas Academy in identifying legislative properties for the 2025 regular session and provide guidance regarding needed preparatory action
    • Review all filed legislation during 2025 session to identify proposed statutory changes that may be of interest to the Texas Academy, beginning with bills filed during the pre-filing period
    • Track the flow of all legislation that is identified to have a potential impact on the Texas Academy, including monitoring relevant state legislative committee hearings, House and Senate floor proceedings, and advising Texas Academy regarding needed action
    • Develop and implement plans to pass, defeat or amend specific legislation as needed, subject to Texas Academy approval. This includes assistance with message development, selection and education of legislative champions, management of legislative process issues, coordinating with third-party coalition allies, preparation of testimony and other written communication tools, utilization of grassroots resources and direct advocacy with members of the Texas Legislature and their staff
    • Provide regular written updates on issues of interest to the Texas Academy and communicate updates as needed on special projects, interim legislative activity, and relevant regulatory and Sunset Advisory Commission proceedings
    • Advise on Texas Academy of Nutrition and Dietetics Political Action Committee (TANDPAC) initiatives and engagement
    • Participate, in tandem with the Texas Academy legislative committee, on member education related to advocacy and current issues related to the dietetic profession and/or health and wellness of Texans
    • Serve as an advisor on federal legislative issues when the Texas Academy engages with Academy of Nutrition and Dietetics governance staff
