The role:
Are you a licensed engineer? Join us as our development review coordinator! In this role, you will review, evaluate and coordinate replies to transportation impacts from proposed public and private development, land use, comprehensive plan amendments and zone changes. In this key role, you will also identify and recommend appropriate improvement measures for the highway system and insure consistent implementation of the statewide access management program. A day in the life:
-
Receive all local land use actions and coordinate replies as necessary.
-
Advise if development proposal requires submittal of a Traffic Impact Analysis (TIA).

Provide preliminary review of traffic-impact studies for proposed developments, land use actions and zone-changes and recommend mitigation measures commensurate with the impacts.

Provide technical assistance to the district in evaluating access requests and recommend the appropriate action.
-
Prepare permit findings as appropriate.
-
Coordinate technical plan reviews through the region tech center and headquarters as appropriate.
-
Conduct field investigations for access management and development review.
-
Assist to develop policy and administrative rules for access management and facility operations.
-
Assist with the development of statewide training plan for access management including processes, manuals, guidelines, etc. for implementation of access management statewide.

Work is performed primarily in an office setting. Hybrid work options available.

Extensive travel required throughout region and occasional overnight, weekend and statewide travel.

Minimum qualifications:
A valid professional engineer’s (PE) license in civil, structural, or transportation-related engineering.
Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.
Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Demonstrated experience to projects impacting the state highway system. This experience could be in traffic operations and safety analysis, project management, project design or other engineering related responsibilities.

Demonstrated experience in the development review process.

Demonstrated experience evaluating existing and proposed highway approaches using guidance from Oregon administrative rule, technical bulletins, state and local agency design standards.

Demonstrated experience in traffic engineering and access management principles.
