Loan Collection Clerk supports the collections group by performing routine administrative and clerical tasks. General Description: This is very specialized clerical work involving the collection of taxes and the verification and reconciliation of tax payments received. Work involves responsibility for maintaining records on a current basis and providing information to taxpayers regarding taxes and the status of their accounts. Duties include checking out department cash registers on a daily basis, balancing records and performing miscellaneous clerical duties related to the tax collection function. This position also has the responsibility for making difficult clerical decisions. The work requires that the employee have good knowledge, skill, and ability in standard clerical functions, bookkeeping practices and principles, data entry and public contact.
Supervision received: Works under the general supervision of the Tax Manager and Tax Collector.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Consults with taxpayers at counter, by telephone, or through correspondence, answering questions regarding real estate, sewer usage, personal property and motor vehicle taxes and other municipal assessments and taxes.
Allocates operating funds to department cash registers. Totals and summarizes funds received. Prepares bank deposit slip.
Processes overpayments if necessary, by taxpayers or their banks. Notifies them accordingly. Processes overpayments into the department records via computer.
Monitors bankruptcy files and determines what is to be collectable.
Operates data terminal to print various delinquent tax statements and notices. Mails balance due notices for taxes.
Contacts taxpayers regarding issues with payments submitted and delinquencies.
Research postal return mail for updated addresses and mails new statements.
Sets up appointments for taxpayers to meet with Tax Manager.
Balances cash drawer at end of day and brings cash, checks and credit card receipts to head cashier for verification.
Works with assignment companies, Collection agency, and Attorneys to research and resolve issues as they arise.
Reports delinquent taxpayers to Department of Motor Vehicles and issues releases for those who have paid. Receives and processes certificates of change.
Operates a data terminal to enter and retrieve information on payments and taxpayers.
Receives checks and cash at cashier window, makes necessary change, records receipts, issues receipts to taxpayers and performs other office duties as needed.
Occasionally assists with lock box duties.
KNOWLEDGE, SKILLS AND ABILITIES:
Some knowledge of the operation of electronic data entry equipment.
Considerable ability to make arithmetic computations speedily and accurately.
Considerable ability to deal tactfully and effectively with the general public and coworkers.
Some ability to operate office equipment including computer, scanner, copier, and fax equipment.
QUALIFICATIONS:
Graduation from high school and two years' experience in cashier or bookkeeping work, including extensive public contact, or any combination of training and experience which provides a demonstrated potential for performing the duties of the class. QDS software experience and Tax collection experience preferred.
