    Duties

    Located in the Department of Justice, Executive Office for U.S. Attorneys, Legal Programs, Asset Recovery Staff. The Regional Financial Litigation Program Manager (FLPM) will have overall regional district-level responsibility for administering, managing, and evaluating civil and criminal debt collection activities. The Regional FLPM is regarded as an expert in the area of Financial Litigation and in this regard regularly advises other United States Attorneys Offices (USAOs), on policies, programs, and evaluative techniques to maximize program effectiveness.

    Typical work assignments will include:
    Analyzes USAOs' financial litigation programs in terms of overall effectiveness in meeting unique district needs and makes written recommendations to USAOs and Executive Office for United States Attorneys (EOUSA) subject-matter specialists as appropriate.
    Participates as a subject-matter specialist for EOUSA in standing and ad hoc task forces to address specific financial litigation issues.
    Identifies changes in federal statutes, case law and regulations affecting financial litigation programs in USAOs.
    Assesses USAO staff training needs based on an analysis of functional area responsibility and unique USAO program needs.
    Analyzes changes in Department of Justice policies and other issues of direct relevance to Financial Litigation programs.
    Conducts programmatic studies which assess the district's financial litigation policies, priorities, and procedures, particularly as they relate to the effectiveness of other agencies' financial litigation efforts. Studies and analyses are based on a variety of quantitative and qualitative analytical techniques to assess the effectiveness of regional financial litigation operations.
    Evaluates debt collection cases referred to the USAO for judicial proceedings. Consistent with current policy and overall objectives, analyzing internal operations and utilization of resources, identifying actual or potential problems, directing changes to program priorities and day-to-day operations and evaluating progress toward meeting program goals and milestones.
    Provides in-depth training and guidance to Financial Litigation personnel on current and proposed case tracking systems.
    Responsibilities will increase and assignments will become more complex as your training and experience progress.

    Qualifications
    GS-12: To be eligible at the GS-12 level, you must have at least ONE year of Specialized Experience at the GS-11 level in Federal service, obtained in either the private or public sector, performing the following types of tasks: analyzing a variety of qualitative and quantitative studies and reports using financial data tracking systems; evaluating and developing alternative approaches to improve financial litigation effectiveness; and providing guidance, assistance and training in criminal and civil monetary law enforcement and collections.

    GS-13: To be eligible at the GS-13 level, you must have at least ONE year of Specialized Experience at the GS-12 level in Federal service, obtained in either the private or public sector, performing the following types of tasks: analyzing a variety of qualitative and quantitative studies and reports using financial data tracking systems; evaluating and developing alternative approaches to improve financial litigation effectiveness; advising management and other federal agencies on financial litigation policies, programs, laws, procedures, and problems; providing guidance, assistance and training to multiple USAOs in criminal and civil monetary law enforcement and collections.

    Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
