Helena College University of Montana, a comprehensive two-year college focused on student success, seeks qualified applicants for a part-time temporary Licensing Permit Technician.
Duties & Responsibilities
Under the supervision of Ryan Loomis the Director of Community Education Center this temporary part-time position will work approximately 3 to 12 hours a week intermittently on Mondays and Fridays irregularly. This position is responsible for directing and coordinating comprehensive Commercial Drive License examinations to determine qualified Class A commercial motor vehicle operators through written, pre-trip, basic controls skills tests, and road tests of applicants. Background checks are required by the Commercial Motor Vehicle Safety Enhancement Act. This position does not supervise employees.
Minimum Position Knowledge, Skills, & Abilities
Work is performed in an office and in the field in all types of weather and road conditions. Some travel will be required including overnight. Incumbent must be physically able to get in and out of all types of vehicles (passenger & large commercial that are not always properly equipped with steps and handholds) many times a day and walk without difficulty and endure exposure to caustic chemicals and fumes and sharp metal frame edges. Incumbent must be able to bend as necessary to conduct pre-trip inspections on commercial vehicles and independently lift and transport supplies and equipment weighing up to 50 pounds in and out of the vehicle and up flights of stairs as required. Incumbent must be able to work out of doors in all weather conditions. The nature of skills testing involves risks associated with inexperienced drivers (e.g. vehicle safety deficiencies, operator accidents, etc.) Test sights are often located in remote and isolated areas with no onsite restroom facilities available.
Post-Training Position Knowledge, Skills, & Abilities
Advanced knowledge of customer service practices and techniques; working knowledge of office practices and procedures; business English (letter and memo formatting), grammar, spelling; basic mathematics; records management and daily reconciliation and balancing of money.
Knowledge and skill to operate computers and business software applications including databases, spreadsheets, word processing, email, internet, and other computer programs; general office equipment; excellent verbal and written communication skills; strong judgment, decision-making, and problem-solving skills; and skill dealing with individuals from a variety of backgrounds and cultures.
This position requires knowledge and skill in driving, backing, docking and performing routine safety inspections on passenger and commercial vehicles; safely operating vehicles in all weather and road conditions.
Ability to acquire, within a reasonable time on-the-job, knowledge of detailed multi-component licensing procedures and standards; of applicable laws, rules and regulations, and State, Department, and Division statutes, rules policies, and procedures.
Ability to understand and apply detailed instructions with minimal assistance; multitask; be self-motivated; possess a strong work ethic; maintain a positive attitude; and enjoy working with, and for, the public. Requires the ability to explain and instruct others regarding application procedures, laws, rules, regulations or policies; interpret and apply federal and state laws regarding licensing and motor vehicle operation; and to determine appropriate procedures and sources of information.
Ability to apply unbiased analysis and judgement when evaluating skills test performance of applicants for all classes of licenses. Ability to display an appropriate element of compassion and empathy when reviewing unsuccessful testing results (both knowledge and road) with an applicant or informing an applicant that you cannot proceed with their credentialing process because they do not have the appropriate/required documents. Above average ability to manage and mediate confrontation situations and deal effective with difficult people.
