Library Services Manager manages the daily planning, staff, and operations for the acquisition, classification, maintenance, licensing, and distribution of print and digital materials to meet the information needs of library users. Coordinates process to research, review, identify and procure new materials to develop the library's collection. Being a Library Services Manager performs cataloging and creates bibliographies and metadata to classify the library's collection of books, serial publications, documents, audiovisual, and other materials. Develops and oversees support, service, and technology resources to ensure that groups and individuals can access requested materials. Additionally, Library Services Manager requires a bachelor's degree. Typically reports to a director. The Library Services Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Advise the Library Director on program developments, progress in meeting goals and objectives, recommended priorities, recommended new or changed policies and procedures, and staffing and budget requirements.
Serve as first level supervisor for library assistants and/or professional librarians. This involves:
Leading library services and projects
Planning and scheduling work
Making work assignments
Evaluating work performance
Providing advice on work and administrative matters
Interviewing candidates for vacancies
Hearing and resolving complaints
Effecting minor discipline
Identifying and addressing training needs of employees
Responsible for the full range of professional librarian functions in a large main library or for several, smaller branch collections. Functions include collection development, acquisition, cataloging and classification, reference, collection maintenance, circulation, computer system and database management, and preservation.
Assist Library Director with public relations opportunities and materials.
REQUIRED KNOWLEDGE/SKILLS/ABILITIES
Knowledge: Knowledge of professional librarian objectives, methods, techniques, and principles involving rotation & collection development, acquisition, cataloging and classification, reference, circulation, computer system and database management, and preservation. Knowledge of budget management and personnel management.
Skills: Skill in using automated library equipment and systems. May require skill in operating a 28’ diesel bookmobile.
Abilities: Able to develop comprehensive department plans, budgets, and schedules. Able to supervise and direct the work of others to attain high quality work in an efficient manner. Able to use initiative and judgment in completing tasks and responsibilities, establishing new policies and procedures, resolving novel problems and technical challenges. Able to communicate effectively orally and in writing. Able to meet and deal with a variety of employees, advisory boards, community groups, committees, patrons, vendors, staff, and staff in other libraries.
REQUIRED EDUCATION/EXPERIENCE:
Master’s degree in Library Science plus five years’ professional library experience. Must have had successful supervisory or project management experience or education. If serving as supervisor over remotely located branch sites or over a bookmobile, must have a valid Oregon driver’s license and acceptable driving record at time of appointment. At time of appointment, must possess a valid Oregon driver's license and maintain an acceptable driving record. Must pass a pre-employment criminal history background investigation.
SUPERVISORY RESPONSIBILITIES:
This position has supervisory responsibilities for Library team members. Work is performed under the general direction of the Library Director. Discretion is required in applying and developing general goals and policies and resolving organizational and service delivery problems. Work is reviewed for overall conformance with department goals and objectives.
Work is guided by departmental policy and procedures and professional library standards and practices. Incumbent uses a great deal of judgment in interpreting and determining appropriate guidelines.
