Library Services Director supervises, maintains, and enhances policies and procedures for a library. Oversees professional and support staff involved in cataloging, indexing, issuing books/materials, and keeping records of items on loan. Being a Library Services Director selects books and publications for purchase and subscribes to pertinent periodicals as allowed for by the given budget. Requires master's of library and information science from an ALA-accredited school. Additionally, Library Services Director typically reports to top management. The Library Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     ESSENTIAL JOB FUNCTIONS:

    • Plans, directs, reviews, and evaluates the staff and functions of the City of Alamo Library Department through effective planning, staff management and resource allocation; directs informational, instructional, recreational and research programs and projects; assures activities are in compliance with all laws, policies and regulations.
    • Provides leadership, direction and guidance in operational strategies and priorities; reviews and approves contracts, agreements, plans and reports; manages the collection, analysis and reporting of operational data; assures that quality standards are met, and appropriate services are provided.
    • Evaluates City needs and determines operational plans, strategic plans, priorities, and resource requirements; reviews technical documents for accuracy and compliance with standards and practices; reviews status reports and recommends appropriate actions.
    • Interprets concerns, defines desired results, develops solutions, and determines scope and priorities of programs and special projects.
    • Promotes programs and services to local community agencies, advocates, and resident groups.
    • Assures effective communication with City management and residents; interprets and explains federal and state rules and regulations and City codes and ordinances; coordinates strategies to integrate projects and services with federal, state, and regional organizations and City departments.
    • Analyzes financial and resource information; develops and manages budgets.
    • Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors and City staff; maintains confidentiality of work-related issues and City information.
    • May be required to respond after hours, including holidays and weekends, in the event of a departmental or City-wide emergency

    OTHER JOB FUNCTIONS:

    Promotes library to the public and schools. Conducts on line data base searches. Arranges and completes outreach services.

    REQUIRED EDUCATION, DEGREES, CERTIFICATE AND/OR LICENSES:

    Minimum requirements include a bachelor’s degree with a minor in Library Science and advanced public library administration coursework, or 12 semester credits in the following areas: basic public library administration, advanced public library administration, organization and management of collections, and public and community services.

    WORKING CONDITIONS AND PHYSICAL DEMANDS:

    Inside, standing, reaching, sitting, use of small ladder, and bending.

    EXPERIENCE, TRAINING, KNOWLEDGE AND SKILL:

    Knowledge of practices, principles, and techniques of modern public library operations to include automated library systems. Ability to work/communicate effectively with patrons of various ages. Catalog Training. Computer Literate.
