    Job Summary: The Library Administrator of Youth Services continuously improves the experience for youth (birth to 18) and their families, ensuring that the library’s commitment to foster literacy, enable exploration, and create connections with all of our neighbors is realized equitably and consistently. They cooperate with peers at the system level in the design, implementation and evaluation of activities, spaces, and services that impact youth, ensuring a holistic library experience across all services, locations, and neighborhoods. They lead both children-serving and teen-serving staff across the system, creating seamless service and smooth transitions between age groups.
    The core focus areas of the position are:
    • Building the day-to-day skills of youth-serving staff (children and teens) and location managers across the system in response to trends, neighborhood needs, and strategic priorities through training, onboarding, and professional development;
    • Developing and leading a comprehensive plan for programmatic services that support youth and their families, including transitions between age groups and connections with spaces and collections;
    • Deepening and expanding the Library’s community engagement strategy for youth and youth-serving organizations through partnerships, citywide initiatives, and outreach to situate the library as a key leader, advocate, and service provider for Pittsburgh’s youth.
    Position in the organization:
    The Library Administrator of Youth Services works collaboratively as a member of the Public Services and Programmatic Services management teams, under the supervision of the Assistant Director of Programmatic Services. They motivate, inspire, supervise and evaluate assigned staff, primarily managers and supervisors of other staff, build effective teams and manage change in an evolving organization. They actively participate as a member of system-wide management groups to implement strategies and contribute to long and short-range direction of the Library. They support location managers to anticipate and advocate for community needs while keeping a systemwide perspective. They work collaboratively with senior leadership, administrative and support departments, and other library administrators to engage with staff across the system and achieve strategic goals.
    Responsibilities:
    • Guiding the direction of meaningful, memorable and exciting experiences for youth of all ages (birth to 18) and their families that support a variety of needs, schedules, interests, and abilities in settings both inside and outside libraries, including virtual;
    • Leading the planning and delivery of major youth initiatives and campaigns, including Summer Reading;
    • In support of the Strategic Plan, exploring new service models for delivering intuitive, user-centered services, youth-focused technology, vibrant spaces, & innovative programming, and effectively managing transitions into those new models;
    • Creating active engagement opportunities for children, teens, families, and education providers that involve listening, co-designing, and acting upon their input;
    • Advocating for and consulting on the needs and interests of youth and caregivers within the context of systemwide discussions, decision-making, planning, creating a place where all belong;
    • Working with and leading colleagues at all levels to overcome barriers to library use, including policies, transportation, accessibility and awareness;
    • Supporting Library Services Managers to build effective youth services teams and develop skills and abilities of youth-serving staff through coaching, learning opportunities, communication channels and collaborative workspaces, direct and indirect work assignments, building and extending trust, and empowering staff to work to the top of their classifications to achieve the library’s goals;
    • Evaluating and continuously improving services and support to staff to respond to changing needs through data collection and analysis;
    • Providing guidance and support for marketing and promotion of youth services offerings and experiences to increase awareness, accessibility and relevancy, in close collaboration with Communication & Creative Services;
    • Consulting on appropriate needs for spaces and technology serving children and teens;
    • Collaborating with library leadership and a cohort of Library Administrators to discuss and improve policy implementation, training and other shared practices to ensure a welcoming, inclusive and consistent work experience for staff across the system;
    • Guiding community collaborations and partnerships with priority organizations, providers, schools, and funders that support youth (birth to 18) and their families;
    • Developing and tracking a budget for youth services that reflects intentional planning and priorities, including grants, endowments and strategic initiatives;
    • Providing leadership in the Office of Programmatic Services in the absence of the Assistant Director;
    • Supporting regional cooperation among the county and district, in collaboration with the ACLA Youth Services Coordinator, by sharing experiences and expertise, and developing services to increase library capacity and efficiency.
    Competencies and Qualifications:

    • Facilitate effective communication between staff, other departments and neighborhood locations;
    • Build and maintain effective working relationships with staff, particularly youth-serving staff, across the system;
    • Exercise and model flexibility, adaptability and inclusiveness in decision-making, planning, and shared practices;
    • Manage transitions with compassion and assurance;
    • Serve as a leader and mentor among managers;
    • Advise, coach, and guide direct reports, setting clear goals and removing barriers that impede progress;
    • Demonstrate leadership and management skills, including the ability to resolve problems for the most effective outcomes;
    • Represent CLP professionally in the community;
    • Make decisions for the betterment of CLP, Youth Services and the Office of Programmatic Services, using independent judgment and a deep understanding of CLP’s strategic directions;
    • Develop and achieve goals and objectives related to CLP’s Strategic Plan;
    • Evaluate the needs and requirements for budgetary resources, including grants, endowments, and other restricted funds, and apply resources accurately and intentionally;
    • Communicate positively, professionally and effectively, in both written and verbal ways;
    • Develop advanced knowledge of CLP policies and practices, trends in library science and services;
    • Develop, implement and interpret policy to staff, customers and community;
    • Learn, competently use, and demonstrate technology in all forms.
    Strong knowledge of:
    • Child and teen development and behavior
    • Trends in youth services including early and school age literacy and family engagement strategies;
    • Experiences, circumstances, interests and needs of Pittsburgh’s youth, families, and educators;
    • Impactful and fun programming for youth (birth to 18) that is age and developmentally appropriate;
    • Emerging theories of learning, including shared practices in out of school engagement, early learning, and informal learning;
    • Pittsburgh’s formal and informal education landscape;
    • Shared practices in equity, diversity and inclusion and how to effectively integrate them into leadership approaches and library services;
    • Emerging technologies and media mentorship;
    • Project and grant management.
    Education and Experience:
    • Master’s degree in Library Science from an ALA accredited university;
    • Minimum seven years of progressive experience and increasing responsibility in a public library, including demonstrated leadership capabilities.
    • Significant experience:
      • Working directly with youth of all ages and designing age and developmentally appropriate programs and services;
      • Leading, motivating, supervising and developing both youth-serving staff and managers;
      • Fostering and maintaining high-level, citywide partnerships;
      • Service design, coordination, project management, and evaluation/measurement of services support youth (birth to 18) and their families.
