  • Duties

    This position is located within the Department of the Interior, Office of the Secretary, DAS - Administrative Services, Office of Hearings and Appeals, Director's Office, in Arlington, VA.

    Work schedule will be split between the Interior Board of Indian Appeals and Interior Board of Land Appeals based on their needs.

    At the full performance level (GS-08) the major duties of this position include but are not limited to the following:
    1. Maintains a log of incoming appeals and enters appeal information and data in an electronic docket management system. Assigns cases to Administrative Judges or an attorney in accordance with the Boards' procedures.
    2. Reviews and evaluates new appeals to determine whether the appeal is timely and includes all necessary certifications and documents. Obtains additional documents and information as needed from other offices, electronic records systems, or online legal databases.
    3. Reviews, evaluates, and distributes incoming notices, motions, petitions, and correspondence and enters them into office record keeping systems, including a docket management and e-filing system. Updates the case status as necessary and enters reminders and tasks into the system. Runs the full range of reports authorized by the system.
    4. Reviews case records for completeness to ensure that statutory and regulatory requirements pertaining to the appeal have been satisfied, the record is complete, and the appeal is ready for decision.
    5. Responds to inquiries from the public and parties regarding the status of appeals and a Board's procedures and appeal regulations. Maintains accurate records of all appeals resolved by the Boards, including compilations of decisions.
    6. Performs administrative functions of the office, including the following: using Microsoft Word and Adobe Acrobat to generate the orders, decisions, and other materials related to the activities of a Board; electronically or manually date-stamping filed documents; answering phones; ensuring the office has adequate supplies and that the equipment (such as copiers, shredders, etc.) are maintained in good working order; drafting correspondence, reports, and memoranda; reviewing and distributing mail to appropriate parties; maintaining files. Serves as timekeeper or alternate for the Boards by reviewing and validating time entries.
    7. Proofreads and cite-checks the Boards' orders and decisions for legal and factual accuracy to ensure that references to the record and legal citations are accurate and support the findings; also proofreads for proper spelling, grammar, punctuation, and format.

    OS has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

    Salary Information
    GS-07: $55,924-$72,703 per annum.
    GS-08: $61,933-$80,510 per annum.
    First time hires to the Federal government normally start at the lower salary range of the grade level.

    Minimum Qualification Requirements:
    To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

    To qualify for the GS-7, you must possess at least one full year of specialized experience equivalent to at least the GS-6 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (Must meet all 4)
    1. Performing a variety of clerical tasks in a legal setting. Examples include answering phones, entering data in recordkeeping systems, writing and proofreading correspondence or other documents, using and maintaining a filing system, and distributing mail.
    2. Preparing final orders, correspondence, or other documents for a judge's or attorney's signature.
    3. Utilizing working knowledge of legal or quasi-legal processes.
    4. Reviewing legal documents for completeness, for example, formatting, case name/number, dates, pagination, exhibits, and addresses.

    To qualify for the GS-8, you must possess at least one full year of specialized experience equivalent to at least the GS-7 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (Must meet all 6)
    1. Performing a variety of clerical tasks in a legal setting. Examples include answering phones, entering data in recordkeeping systems, establishing/using/maintaining a filing system, and distributing mail.
    2. Drafting correspondence or other documents utilizing basic computer software programs, and proofreading legal correspondence or other legal documents for grammar, spelling, punctuation, and adherence to office policy and procedures.
    3. Responding to inquiries regarding legal or quasi-legal processes/procedures.
    4. Reviewing case files and legal documents for completeness.
    5. Using an electronic system (such as a case management system) to track work.
    6. Making recommendations to improve workplace productivity in a legal office setting.
