    • This position serves as a Landscape Architect for the Color Country District.
    • Researches, interprets, and conserves historical, cultural, aesthetic, and natural resources to achieve safe, healthy, efficient, and aesthetically pleasing physical environments (e.g., parks, recreational areas, and public buildings).
    • Applies resource management to landscape planning and design; interpretive planning; dispersed and developed recreation; congressionally designated areas and other special areas, and transportation planning.
    • Coordinates and provides landscape architectural expertise in the planning and design of a variety or recreation sites for a wide range of activities, facilities, and exhibits for the District.
    • Analyzes and coordinates Visual Resource Management activities such as surface disturbing activities related to lands and reality, rangeland management, vegetation management, recreation, wilderness, and engineering activities.
    • Provides technical assistance for a wide variety of resource management programs to support the District and/or State Office programs with landscape architect support as priorities dictate.
    • Provides landscape architectural assistance to a District comprised of several Field Offices or Monument Office organizational structures.
    • Provides analysis of land characteristics, operational requirements, and land use in the development and protection of public lands with specific emphasis on Visual Resource Management, as well as recreation planning, development, and management.

    • Creates development plans, construction plans, specifications, and cost estimates for various types of facilities, including but not limited to campgrounds, trails and trailheads, and interpretive sites.
    • Ensures design, plans, and documentation comply with federal laws and regulations (e.g., Americans with Disabilities Act of 1990, BLM Guidelines for a Quality Built Environment, and guidelines pursuant the United States Access Board).
    • Serves as a Contracting Officer’s Representative, responsible for day-to-day project operation and progress, project quality, and timely delivery of planning, design, construction, and interpretive projects.
    • Prepares project scope, budgets, and schedules in consultation with the supervisor and other relevant managers.
    • Provides regular written updates to partners, supervisor, and others documenting task accomplishment, issues and concerns, and financial status for all projects and work orders assigned.
    • Completes reports and associated environmental documents that provide managers with alternative actions and strategies to resolve resource management problems sufficient to meet legal and regulatory requirements.

    Qualifications

    • Must maintain (or acquire) Contract Officer's Representative II Certification (COR), within 12 months of employment.

    To qualify at the GS-12 level you must meet the following:

    Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Landscape Architect. Qualifying specialized experience includes: Providing landscape architectural expertise in the planning and design for a variety of sites for a wide range of activities, facilities, and/or exhibits for an organization; planning, scheduling, and/or guiding assigned projects related to visual resource design or recreation-focused projects; utilizing various computer software such as GIS, Google Earth, AutoCAD, and visual simulation programs as tools to perform project analysis; providing day-to-day project operation and progress, project quality, and timely delivery of planning, design, construction, and/or interpretive projects; and ensuring design, plans, and documentation comply with applicable federal/state laws and regulations and organizational policies and direction.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Physical Demands: Physical demands are typical of landscape architectural work. The work is predominately sedentary including extensive sitting but does involve physical activity to perform on-the-ground project analysis and construction inspections. The activity includes walking, hiking, climbing over varying degrees of terrain while carrying gear and equipment weighing less than 50lbs. Long hours of driving over rough terrain in a 4X4 vehicle may be required to access working locations.

    Work Environment: The work is usually performed in an office setting and includes regular and recurring field work.
    Field work may occur in various weather conditions including rain, snow, high and low temperatures, and requires exposure to some risks and adverse conditions. Conditions during site visits may involve exposure to dust, steep terrain, uneven surfaces, precipitation, temperature and weather extremes, and deteriorated conditions where health and safety measures will be necessary. Some periods of long travel may occur over rough terrain in a 4X4 vehicle.

    Education

    This position has a positive education requirement which requires that you have:

    1. Degree: landscape architecture or landscape design.

    OR

    2. Combination of education and experience - for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

    Experience Equivalent to a Degree in Landscape Architecture: A degree in landscape architecture indicates that an applicant has the basic background to perform professional landscape architectural work at the beginning levels, and has the potential to develop the skills and abilities required at the higher levels. Experience may be substituted for education to the extent that it provided the equivalent back-ground. However, because an education provides some knowledge that cannot be measured in terms of course content, but rather is part of general knowledge and cultural background gained as a result of interrelationships among courses, careful judgment must be used in evaluating experience substituted for education as provided for in paragraph B of the basic requirements.

    The objective of providing for the substitution of experience for education is to avoid excluding proven professional landscape architects from the Federal service. However, relatively few applicants will qualify on the basis of experience alone. The time required in the case of an individual applicant to acquire the required experience may take substantially more than 4 years. In view of the breadth and depth of training required, it is rare that a person will qualify without some course work in addition to experience.

    Applicants who apply on the basis of experience in lieu of education are required to show how their background is equivalent to a degree. In order to qualify at the entrance level, non-degree applicants typically must have experience or study that included site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; and the supervision or review of landscape construction.

    Evaluation of Experience: The following kinds of experience are not acceptable as professional landscape architectural experience: routine drafting or developing of plans where original investigations or designs are not involved; laying out or executing illustrations in black-and-white or in color; nursery work involving the propagation of trees, shrubs, vines, etc.; experimental, horticultural, or landscape gardening; breeding, testing, propagation, culture, and production of plants, flowers, trees, crops, etc.; forestry work involving the management of forest resources for the continuous production of timber, water, forage, and other forest values; architectural and engineering work limited to the design of structures; work in city and community planning that relates primarily to the broad social and economic growth of cities and communities and the organization of community services and facilities.
