    POSITION SUMMARY

    Beginning salary range is between $42,577.60 and $63,866.40 depending on credentials and/or experience. Additionally, this position comes with an annual vehicle allowance of $6380 and an annual cell allowance of $720.

    Under general supervision, the position will perform duties relative to urban arboriculture, urban forestry, and horticulture. The position is responsible for development site plan review, right-of-way tree inspection, and site inspection for tree protection, buffers and landscape installation. The incumbent will assist with park and trail upgrades and enhancement projects, and will assist with oversight of the County landscape management contracts for streets, parks, buildings and facilities.

    The position provides oversight of the tree ordinance compliance and revisions. The incumbent will assist with the County Greenspace program, land acquisition, state grant funding, and stewardship programs. The position will provide consultation, advice and educational materials. The incumbent will assist in the updating of the county ordinance related to buffering and landscaping. The incumbent will continually evaluate County tree protection, buffering, and landscaping requirements for effectiveness, and assist in the development of new policies, ordinances, and procedures, when necessary.

    Work is performed in an office and outside where the incumbent may be exposed to inclement weather. Work is performed sitting, standing, stooping, climbing, bending or crouching and may require lifting of objects weighing more than fifty (50) pounds. Employee is exposed to dirt, dust, and noise.

    A degree from an accredited college or university in landscape architecture, arboriculture, urban forestry, horticulture, forestry, agriculture or a related field, or an equivalent combination of training and experience is required; a technical degree and two years of experience in a related field may substitute for a four year degree. Possession of or the ability to readily obtain a valid driver’s license is required.


    PRINCIPAL ACCOUNTABILITIES

    • Conduct site plan review, site inspection for tree protection and landscape installation, right-of-way tree inspection.
    • Assist with park & trail upgrades and enhancement projects, and assist with oversight of County landscape management contracts for streets, parks, buildings, and facilities.
    • Provide oversight of the tree ordinance compliance and revisions. Provide professional input on new ordinances, policies and procedures.
    • Assist with the County Greenspace program, land acquisition, state grant funding, and stewardship programs.
    • Provide consultation, advice and educational materials.
    • Establish and supervise continuing tree maintenance, horticulture, and planting work programs.
    • Evaluate and review plans, plats, rezonings, and conditional use permits for environmental impacts, adequate landscaping, and tree preservation in accordance with applicable regulations.
    • When needed, assist with the administration of County contracts for tree maintenance and removal and landscaping, to include tree, shrub, and flower plantings; monitors contractors and vendors.
    • Assist with County beautification projects.
    • Initiate County tree inventory program of publicly owned trees and plants and inspect trees for hazardous conditions during inventory process.
    • Provide consultation, advice and educational material to County residents, groups, businesses, developers, and homeowner associations; provide and conduct educational programs.
    • Inspect development sites for proper landscaping, tree protection, forest composition, and condition. Develop landscape design plans for County owned property.
    • Provide training in horticulture, arboriculture, and pesticide management to County employees. Perform other duties as assigned.


    KNOWLEDGE, SKILLS AND ABILITIES

    • Knowledge of urban forestry and landscape management principles and practices. Skill performing tasks with a positive and enthusiastic attitude.
    • Skill using computers, modern office equipment and landscape design software. Skill in oral and written communication. Ability to self-start and handle complex details.
    • Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in meeting new situations and problems.
    • Ability to establish and maintain effective working relationships with supervisors, co-workers and the general public.


    DESIRABLE TRAINING AND EXPERIENCE

    A degree from an accredited college or university in landscape architecture, arboriculture, urban forestry, horticulture, forestry, agriculture or a related field, or an equivalent combination of training and experience is required; a technical degree and two years of experience in a related field may substitute for a four year degree. Possession of or the ability to readily obtain a valid driver’s license is required. A combination of education and/or work experience may be substituted for minimum requirements.
