LAND MANAGEMENT ADMINISTRATOR (ASSET DEVELOPMENT) (EM-07) [1 vacancy]

  • There is one vacancy with the City and County of Honolulu, Department of Land Management, Asset Development Division located at the Frank Fasi Municipal Building. As a Land Management Administrator, this position is responsible for providing direction, coordination, management and control over the functions, operations, and activities of the Asset Development Division. Consults with and advises the executive departments and other agencies, private and nonprofit entities, as well as consultants, to provide oversight for all activities of the division related to the acquisition and development of real property for City operational needs and priorities, including affordable housing and transit-oriented development projects. Activities include negotiation and documentation of public private partnership agreements, development agreements, purchase and sale agreements, leases, licenses, concessions, and other documents related to the use of real property, as well as planning, design, and development activities on City properties in coordination with other City departments. Carries out the objectives and goals of the division through subordinate supervisors, makes recommendations to the Director and/or Deputy Director, and personally handles some of the most complex, sensitive, and confidential matters assigned to the division.


    Special Working Conditions: Periodic onsite inspections of construction sites or properties, which may require the use of personal protection equipment, such as a hard hat, safety glasses and safety vest.

    EDUCATION REQUIREMENT:
    Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in business administration, architecture, engineering, real estate, law or other related field.  Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from the attainment of a bachelor's degree.

    Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

    EXPERIENCE REQUIREMENT:
    A combination of five (5) years of professional high-level work experience which involved handling a multi-million dollar commercial real estate acquisition and the project management/coordination, property management, or planning of land development projects, which must have included one year in a supervisory or administrative capacity.

    Such experience must have demonstrated knowledge of methods and concepts of land use/appraisal, public/urban planning, and land surveying; environmental factors regarding land development and preservation; real estate or property management; socio-economic factors and policy objectives related to affordable housing; effective communication and negotiation techniques; contract management and budgeting; report writing; and the ability to negotiate property acquisitions; read and interpret maps, deeds, surveys, blueprints, and construction plans; draft real estate documents, including, but not limited to public private partnership agreements, development agreements, purchase and sale agreements, conveyance documents, leases, licenses, and concessions; perform leave reviews, CAM reconciliation, title/encumbrance review; prepare closing documents; and work independently.EDUCATION AND EXPERIENCE EVALUATION: In addition to meeting the above minimum qualifications, your application will be further evaluated.  Your score will be based on the quality and quantity of your education, experience and/or other related job requirements and competencies applicable to the position.  Failure to provide sufficient information may result in your application being rejected or your receiving a lower score.
