  • Overview

    The Cache County Clerk/Auditor department invites candidates to apply for a Finance Administration Supervisor position. The Finance Administration Supervisor will perform professional administrative duties and exercise direct or functional control over such functions as accounting, budgeting and financial planning and reporting.

    Responsibilities and Duties

    Directs the compilation of current expenses and capital estimates for the budget; maintains records and schedules to track major projects, grants, contracts, and leases, to ensure that receivables and payables are timely and in compliance with the terms of the corresponding contracts/agreements; evaluate and improve county financial practices, especially with respect to the use of information technology.

    Assists Elected Officials and Department Heads in the annual budget process, including, but not limited to: Preparing and distributing budget development packets and responding to questions regarding budget form preparation; assist offices and departments in developing budget requests/projections based upon forecasting data and financial trends for their functional area of responsibility; reviewing and evaluating budget requests in relation with anticipated revenues and providing financial recommendations to the County Executive and County Council.

    Direct the compilation and preparation of a wide variety of financial oriented reports and documents as well as assisting in the preparation of annual audits.

    Directs the analysis and reconciliation of various general ledger accounts; ensures proper protocols are followed regarding year-end closing procedures; prepares schedules and gathers documents for the annual audit process; audits the inventory physical count procedures/adjustments postings.

    Directs accounts payable, payroll functions of the County, and the training of subordinate staff on essential functions; reviews payroll records and disbursement documentation; oversees the record keeping function, , and preparing/posting adjustments to the general ledger;

    Answers questions and resolves problems for vendors, elected officials, department heads, and others regarding accounting/finance functions;

    Conducts internal reviews of county departmental budgets and maintains an accurate accounting of finances; analyzes departmental financial status; analyzes departmental budgets, recognizes discrepancies and recommends corrective action; directs fixed asset management and fixed asset accounting.

    Directs the annual external audit and the creation of the annual financial statements.

    Manages a variety of technical accounting functions for the County; evaluates and analyzes financial issues and policies and recommends solutions; coordinates with other County departments and public agencies.

    May be required to respond after hours, including holidays and weekends, in the event of a departmental or County wide emergency. Performs related duties as required or assigned.

    Minimum Qualifications

    1. Education and Experience Graduation from a college or university with a Master's degree in finance, accounting, business administration or some other related field; AND

    2. Eight (8) years of related experience; Certified Public Accountant (CPA) OR

    3. An equivalent combination of education and experience.
