COMPENSATION
The current minimum salary is $ 42.573908 per hour for a 40-hour week increasing to $47.010105 per hour in the third year of service. These rates are subject to change as per the SSSA Collective Bargaining Agreement. The benefits of this position include, but are not limited to, paid holidays, vacation and sick leave, and a comprehensive medical plan and pension plan.
Current rate has been established by the SSSA Union and is non-negotiable.
Hours of work and regular days off may be changed as urgent business matters arise.
RESPONSIBILITIES:
The successful applicant will be expected to carry out the duties and responsibilities of the position with considerable independence within the framework of established policies, procedures, and guidelines. In addition to the duties and responsibilities listed herein, the incumbent must demonstrate an aptitude for and will participate in long-term planning to assess the Administration/Timekeeping Department’s future needs including special projects such as, staffing justifications, Kronos roll-out, and Unified Timekeeping System (UTS).
The successful candidate will be responsible for performing supervisory duties and responsibilities as assigned, including but not limited to:
Preparing and maintaining the Finance and Timekeeping Division’s correspondences, records, and files, as well as taking and transmitting of messages and communications.
Compiling and tabulating statistics and data.
Ensuring timely and accurate submission of bi-weekly payroll.
Preparing and performing material and audit reports.
Interacting with other Staten Island Railway personnel, the general public, and officials and/or representatives of various government agencies, the MTA New York City Transit and the Business Service Center (BSC).
Creating, maintaining programs and databases utilizing all functions of Microsoft Office and other computer programs.
Attending and representing the Division and/or the Railway at internal and external meetings.
Planning, organizing, leading, and directing the timekeeping and finance personnel.
Providing technical guidance to field Timekeepers/Crew Callers as they perform their assigned responsibilities.
Leading, developing, and ensuring positive conflict resolution with timekeeping employees.
Investigating, reporting, and implementing corrective action to address deficiencies.
Conducting employee performance evaluations; Track all Probationary Employees and submit data to department heads.
Ensuring compliance of the Absence Control Policy (ACP) and notifying proper authorities when an employee is non-compliant.
Working in conjunction with, and being delegated to the responsibilities of Assistant Director, Finance and Timekeeping.
Meeting with all New Hires and instructing the proper usage of Staten Island Railway's sick leave policies and required documentation.
Act as the FMLA liaison for SIR employees and ensure proper documentation is submitted timely.
Attending all pertinent training associated with the BSC, UTS and other functions.
Supervising Administrative Staff on property to include scheduling vacations, time off and vacancies.
May Support Labor Relations with tracking of Violations and DAN histories for SIR Union Employees.
May Conduct employee compliance hearings and warnings.
EDUCATION AND EXPERIENCE
Must possess a high school diploma or equivalent.
A minimum of five (5) years’ related experience of which three (3) must be in a supervisory capacity.
DESIRED SKILLS
Effectively lead the activities of all represented employees in their assigned departments.
Guard and maintain confidentiality of sensitive documents, communications and discussions associated with the effective management of the Railway.
Use good judgment; initiative and resourcefulness when dealing with employees and the public.
Use Microsoft Office applications for e-mail, data entry and accounting principles.
Perform principle and practices of administration, including a thorough understanding of organizational goals, policy and procedures, evaluation, and work standards.
Knowledge of project management, timekeeping/payroll practices, and labor contracts.
Excellent oral and written communication skills, with demonstrated ability to interact with all levels of management comfortably and effectively.
Knowledge of financial systems/financial analysis.
Ability to handle multiple matters concurrently within a fast-paced environment.
