    Works in close relationship with the YNHHS Executive Director, Laboratory Services, the Medical Director of Pathology and the section managers to establish departmental objectives. Plans and implements organizational restructuring within the sections to meet operational objectives. Manages employees working within the areas of responsibility including oversight of payroll, daily performance and yearly reviews while managing the day to day operations of the Central Processing staff. Has direct line of authority over the staff for the second and third shifts in all areas. Works closely with hospital registration and YNHHS Laboratory Outreach section. Organizes training and rotation of new employees and oversees the student training program. Serves as the laboratory expert for all the Reference Laboratory testing. Maintains a laboratory that is compliant with regulatory agencies, in particular CAP and NY State and the State of Connecticut Department of Public Health at all times. Prepares and reviews monthly statistics on utilization and volume from different sources and analyzes costs for all testing. Reviews laboratory expenses using appropriate tools and communicates with Accounts Payable for payment. Functions as a major communication link with the Laboratory Information System staff working in conjunction with that group to improve all aspects of workflow and lab operations. Promotes and upholds high reliability practices while maintaining a culture of patient satisfaction and excellent customer service.

    Responsibilities

    • 1. DAILY OPERATIONS
      • 1.1 Directs the operation of lab sections on a twenty-four hour basis. Assures that the staff reports to work promptly and accurately. Working with the Staff, researches, evaluates and recommends new procedures, instrumentation and technologies. Troubleshoots laboratory issues involving patient care and physician satisfaction as well as constantly communicating with intra-hospital departments focusing on patient safety issues. Monitors the performance, completion, and accuracy of all proficiency tests. Ensures Continuing Education requirements of staff by arranging lectures, seminars and workshops to meet the criteria of our inspecting agencies
    • 2. PLANNING ACTIVITIES
      • 2.1 Assists in establishing departmental and section objectives by collaborating with the Director, Administrative Director, Pathologists, Outreach Manager, Technical Specialists and Staff to identify laboratory needs. Assists in the implementation of hospital policies and programs as needed. Participates in the formation of the operating and capital budgets throughout the year.
    • 3. SCHEDULING
      • 3.1 Prepares and reviews master schedule for lab areas including central processing, second and third shifts and phlebotomy team and verifies coverage for all areas including Helmsely Pavillion Lab Handles vacation requests and all scheduling issues
    • 4. PERSONNEL MANAGEMENT
      • 4.1 Sets goals with personnel documenting above or below average job performance. Conducts performance appraisals for staff. Arranges for orientation and training of personnel. Collaborates with the administrative director in hiring, counseling, interviewing and disciplinary actions involving employees.
    • 5. ADMINISTRATIVE FUNCTIONS
      • 5.1 Keeps all employees informed of organization and departmental policies. Attends departmental and hospital meetings and participates on committees as requested. Prepares reports, statistics and special studies as required. Meets or exceeds all requirements for CAP, Connecticut and New York State accreditation.
    • 6. MATERIALS MANAGEMENT FUNCTIONS
      • 6.1 Obtains pricing information from vendors if required Schedules appointments and interviews representatives as needed Collaborates directly with Materials Management and vendors to resolve problems by using own initiative Evaluates suggestions for reducing costs in the department and implements it
    • 7. TECHNICAL FUNCTION
      • 7.1 Maintains proficiency in all procedures within the section(s) Resolves technical problems in collaboration with the senior staff and technical specialists Performs and directs special procedures as necessary
    • 8. PERSONAL CAREER GROWTH
      • 8.1 Identifies own learning needs Attends inservice programs and outside workshops, seminars, training classes and educational programs to keep current in technical and management developments of the field Demonstrates this knowledge by contributing to improved laboratory service
    • 9. QUALITY ATTRIBUTES
      • 9.1 Motivates staff of all types and levels to perform and function at their optimum capacity Actively promotes the quality attributes of teamwork, fiscal responsibility, accountability, patient focused care, flexibility, creativity and leadership as required by the Hospital's Mission Statement

    Qualifications

    EDUCATION


    BS in Biology, Life Science or equivalent with laboratory experience. Masters degree preferred.


    EXPERIENCE


    10 years experience in laboratory work required


    SPECIAL SKILLS


    Excellent interpersonal communication skills to work closely with staff and provide assistance to YNHHS Executive Director, Laboratory Services, Pathologists, and Medical Staff as needed. Must demonstrate assertive and creative problem solving ability by identifying problem areas affecting customer/patient issues and departmental quality and efficiency.


    PHYSICAL DEMAND


    Lifting of medium weight objects. Intense concentration with computers and procedures. Good phone skills necessary.
