  • Lawrence Berkeley National Laboratory (Berkeley Lab) is seeking an Engineering Division Director and Laboratory Chief Engineer to provide organizational and technical leadership for the Division's programs and advocacy for the broader Berkeley Lab engineering community.

    The Division Director leads a staff of talented engineers and technical experts across many diverse technical areas. Organized into five Departments, the Division areas of expertise include Mechanical Engineering, Composites, Precision Mechanisms, Robotics and Motion Control, X-ray Optics, Ultra-High Vacuum Systems, Systems Engineering, Advanced Manufacturing, Magnetics Systems, Superconducting Magnets, Electrical and Electronic Engineering, High Voltage and Pulsed Power, Large Physics Detectors, ASICs, Semiconductor Detectors, Laser Systems, RF Engineering, Feedback Systems, DAQ and Control Systems, CAD and Document Management Systems, Project Controls, and Project Management - to build world class instrumentation in support of Berkeley Lab's next big discoveries. As a leader of one of Berkeley Lab's largest organizations, the Division Director is responsible for engineering, technical and operational support of many of the Laboratory's large-scale scientific programs and projects through a matrixed organizational structure, including the Advanced Light Source (ALS), the ALS Upgrade project (ALS-U), the 88-inch Cyclotron, the Berkeley Lab Laser Accelerator (BELLA), and other programs and projects across the Laboratory, including multi-institutional and international collaborations.     Reporting to the Associate Laboratory Director for Physical Sciences, the Division Director has full responsibility for all areas of management within the division, overseeing 450 staff. The Division Director establishes a culture of technical excellence, equity and inclusion by recruiting a diverse population of outstanding engineers, technicians and professional staff, as well as enthusiastically supporting and promoting their career development. The Division Director also serves as a member of the executive team for the Physical Sciences Area (comprising the Physics, Engineering, Nuclear Science, and Accelerator Technology and Applied Physics Divisions), as well as a member of Berkeley Lab's management team. Accordingly, the Division Director is expected to build collaborative partnerships and programs across Berkeley Lab and with external research institutions, seek institutional strategies to improve project delivery and participate in oversight and review of major projects, as well as contribute to responsible stewardship of the Lab's research, people and assets.

    This position holds a dual role as the Laboratory's Chief Engineer, serving as an advocate for the laboratory's engineering community. Under the direction of the Laboratory Director, the Chief Engineer is responsible for providing advice to the Laboratory Director on issues affecting the overall recruiting, development, strength, diversity, and health of the engineering community within the Laboratory. The Chief Engineer also champions Lab-wide engineering processes and acts as spokesperson for the Division in interactions with external agencies, including the Department of Energy (DOE).

    Key Responsibilities:

    Engineering Division Director:

    • Provide strategic, technical, and operational leadership for the Engineering Division.
    • Manage a workforce of approximately 450 members, which includes engineers, engineering associates, technicians, project controls specialists, and technical and operational staff.
    • Partner with Operations Deputies to ensure operational efficiencies across the full range of operations areas, including budgets, funding, workforce planning, human resources, environmental, health, and safety (EHS), property, space, and facilities management.
    • Direct and oversee Engineering staffing to meet the long-range scientific and technical project and program needs of scientific partner divisions. Manage the effectiveness and capabilities of Engineering employees matrixed to partner divisions.
    • Develop and monitor the Engineering Division fiscal budget, including salaries, costs of operating and maintaining engineering facilities, shops, and services and their equipment purchases, and recharge operations.
    • Work collaboratively with the Associate Laboratory Director for Physical Sciences and Berkeley Lab Division Directors to develop research and instrumentation initiatives, programs, projects, and other activities to advance the mission of the Laboratory.
    • As a member of the Laboratory's management team, work to advance the interests of Berkeley Lab and assure efficient, effective, and safe operation of the Laboratory, including the Advanced Light Source and ALS-U.
    • Work closely with Berkeley Lab management to maintain and upgrade Engineering Division infrastructure as needed.
    • Collaborate with the Project Management Office to provide engineering perspective in oversight and review of major DOE Order 413.3B Projects.
    • Collaborate with colleagues at UC Berkeley and other research institutions to develop cooperative programs to the mutual benefit of Berkeley Lab and its partners.
    • Promote a collaborative and productive, quality-oriented work environment that fosters a culture of diversity, inclusion, equity and accountability by: advocating for engineering career paths; championing best practices in recruitment and promotion; guiding strategies for hiring, retaining, and developing a diverse staff; engaging staff at all levels through communication, involvement and recognition; and encouraging diverse committees and panels.

    Laboratory Chief Engineer:

    • Develop and implement engineering strategy to enable success of scientific research.
    • Act as chief spokesperson for the Engineering Division to the DOE, external regulatory agencies, other National Laboratories, University of California (UC) campuses, and the UC Office of the President.
    • Lead and build consensus with Division Directors to ensure engineering roles and responsibilities are integrated across the Laboratory's scientific and research operations programs.
    • Advocate for the valuable role of the research engineering community with Berkeley Lab's senior management, including the selection of tools and processes in support of the Lab's mission.
    • Further Laboratory Directorate initiatives affecting the engineering community within the Laboratory.
    • Serve as the Laboratory's responsible official for the Contractor Assurance System (CAS) Engineering Management System.
    • Provide leadership in efforts working towards common approaches to engineering processes across Berkeley Lab, including implementation of the Berkeley Lab Engineering Process Guide, assurance of appropriate EHS and Quality elements and continuous process improvement.

    Qualifications:

    • Advanced degree in an Engineering discipline or related field and a minimum of 10 years of progressive work experience managing engineering and technical teams; or equivalent combination of education and work experience.
    • Demonstrated experience leading and managing major engineering programs/projects, and supporting diverse engineering capabilities/services in a scientific research facility or similar work environment.
    • Demonstrated technical and strategic leadership ability applicable to running a diverse, multi-disciplinary, systems approach and team-oriented organization with a matrixed group of several hundred engineers, technicians, and professional staff.
    • Experience managing complex budgets; working knowledge of Federal Cost Accounting Standards and standard funding policies and procedures.
    • Experience managing and developing a high-performing workforce, including hiring, performance management, union-represented employees and a commitment to mentoring and career development.
    • Demonstrated excellence in the field of engineering, including the ability to lead and develop new engineering and technical initiatives.
    • Strong oral and written communication skills to effectively influence, negotiate, advise and explain, and present to senior leaders internal and external to Berkeley Lab.
    • Excellent interpersonal skills to manage a large, diverse organization of several hundred staff and to interact effectively with external funding agencies, scientific partners, and university faculty, staff and students.
    • Demonstrated commitment to diversity, inclusion, equity, and accountability.

    Desired Qualifications:

    • Experience managing a matrixed organization.
    • Prior successes leading large capital projects aligned with the DOE Capital Asset Acquisition Order 413.3B or comparable requirements.
    • Proven ability to work on and support multiple projects and programs with varying priorities and deadlines.
    • Familiarity with DOE, National Laboratory, and/or UC policies, procedures and practices.

    Notes:

    • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
    • This position is expected to pay $300,000 to $375,000, which fits within the full salary range of $226,104 to $469,284 for the Scientific Division Director job classification. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary for this position will be commensurate with the final candidate's qualifications and experience (including skills, knowledge, relevant education, certifications), as well as aligned with the internal leadership peer group.
    • The Engineering Division Director & Laboratory Chief Engineer is an at-will position that is appointed by and serves at the discretion of the Laboratory Director.
    • This position is contingent on the successful completion of a background check.
    • This position is subject to the financial disclosure requirements of the California Political Reform Act of 1974. The successful candidate for this position will be required to file financial interest statements upon assuming this position, annually while holding this position, and when leaving this position.
    • Work will be primarily performed at Lawrence Berkeley National Laboratory, 1 Cyclotron Road, Berkeley, CA.
