Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Laboratory Services Director typically requires 3+ years of managerial experience.     Main Purpose of Job

    This position initiates and reconciles prompt and efficient procurement of supplies, services and equipment necessary to the provision of services through Maryland Department of Health (MDH) Laboratories Administration (Administration). This position independently reviews and analyzes purchase requisitions, service and maintenance agreements and determines the most appropriate procurement method. This position supports the solicitation, evaluation, negotiation and awarding of contracts vital to fulfill the essential function of protecting public health by the Laboratories Administration. This position assists Contracts Officer in initiating contracts and managing contracts after award.

    MINIMUM QUALIFICATIONS

    Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Three years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two�years of the required experience.� 2. Candidates may substitute the possession of a Bachelor's degree�from a college or university�for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience.��

    DESIRED OR PREFERRED QUALIFICATIONS

    The desired candidate should possess the following: Knowledge of public procurement administrations (such as: government procurement laws, regulation and policies) Knowledge of contract and specification writing techniques and skills in reviewing procurement contracts for complaince with state laws and regulations Experience using ADPICS portion of FMIS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
