    Pay Range

    $107,550 - $133,524 Annually
    Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity

    Job Description

    We have an opening for an Institutional Animal Care and Use Committee (IACUC)/Institutional Review Board (IRB) Program Coordinator at LLNL. In this role you will provide broad oversight for the LLNL IACUC (70%) and IRB (30%) Programs and ensure compliance with all Federal, state, local and institutional regulations, policies and procedures. You will work closely with the IACUC and IRB Chairs and Biosafety & Biogovernance Functional Area Manager (BBFAM) to define, analyze, implement and make recommendations for continuous improvement of IACUC and IRB business processes. You will conduct technical and administrative reviews of IACUC and IRB protocols, organize and support IACUC and IRB committee meetings, develop and implement strategies for addressing process gaps in operations of the IACUC and IRB Program offices, streamline existing and develop new business operations policies and procedures, conduct outreach and training to the regulated community, and serve as a backup to the IBC/IRE Program Coordinator. This position is in the Biosafety and Biogovernance Functional Area within the Environment, Safety and Health (ES&H) Directorate and reports to the Biosafety & Biogovernance Functional Area Manager.

    You will

    Independently develop, implement and manage efficient business processes for end-to-end IACUC and IRB protocol review cycle and workflow including serving as a technical resource for assisting researchers as they complete and submit protocols for review, identify activities requiring IACUC and IRB review, perform rigorous preliminary administrative and technical reviews of submitted protocols, determine appropriate level/type of review for IACUC and IRB protocols and manage the full review and approval process.
    Ensure full compliance with all local, state and federal regulations regarding the protection of human subjects in research and the care and use of laboratory animals in research including coordinating and participating in audits and inspections by federal or state regulators and accrediting agencies and maintaining detailed records of all IACUC and IRB regulatory compliance related activities.
    Contribute to the development and maintenance of data-driven performance measures and metrics to accurately reflect the health of the IACUC and IRB program business operations.
    Work cross-functionally with the IBC/IRE Program Coordinator to identify and evaluate overlapping business operations and collaboratively develop efficient, controlled and documented business processes.
    Generate, review, and submit regulatory reports (e.g., PHS Assurance, AAALAC, International Program Description) on behalf of the Institutional Official (IO) and LLNL Animal Care and Use Program and Human Subjects Protection Program.
    Coordinate and support IACUC and IRB meetings including scheduling meetings, preparing meeting packets, ensuring quorum for protocol reviews at convened meetings, taking notes and preparing meeting minutes and communicating protocol review outcomes to Principal Investigators (PIs).
    Manage the post approval monitoring (PAM) program for the LLNL Animal Care and Use Program including participating in PAM inspections, follow-up inspections and ensuring all required PAM documentation is completed and filed appropriately.
    Lead the LLNL Animal Care and Use Program semi-annual program review and animal care facility inspections including preparing draft reports and submitting to the IACUC for review, consolidating reviews/edits and preparing final reports for submission to the IO.
    Coordinate and participate in investigations of regulatory non-compliance including assisting the IACUC and IRB Chairs and BBFAM with drafting, filing, and submitting non-compliance reports to appropriate regulatory agencies and providing guidance and oversight to ensure corrective actions are completed.
    Ensure IACUC and IRB committees are staffed and trained per regulations including recruiting new IACUC and IRB members, developing and providing orientation/training for new committee members, developing and providing ongoing education to committee members and developing/providing outreach education to the broader LLNL community regarding the breadth of the IACUC and IRB committees.
    Qualifications
    Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
    Bachelor’s degree in a scientific discipline or equivalent combination of education and related experience.
    Previous laboratory animal research experience and/or experience in IACUC program administration.
    Significant experience and comprehensive knowledge of laboratory animal technology, federal laws, policies and regulations governing the care and use of research animals (e.g., public health service policy on the humane care and use of laboratory animals, The Guide for the Care and Use of Laboratory Animals, PHS policies and AAALAC accreditation requirements).
    Exceptional organizational and project management skills, including the ability to plan, schedule and successfully carry out multiple projects at the same time with minimal supervision.
    Expert in the usage of report information and graphing generation and the ability to continually improve reporting capabilities to meet the needs and requirements.
    Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information.

    Qualifications We Desire

    Certified Professional IACUC Administrator (CPIA) certification
    Certified IRB Professional (CIP) credential
    Previous experience related to human subjects research protections and/or IRB Program Administrator.

    Security Clearance

    This position requires a Department of Energy (DOE) Q-level clearance.
